Under minimal supervision, the Finance Director plans and directs the County’s Central Accounting and Payroll functions. This position oversees various functions including financial reporting, central accounting and payroll for the County; reviews and approves financial procedures and controls; reviews and approves all disbursements; oversees cash management, debt financing, fixed assets, grant activity, and risk management. Responsible for independently coordinating with external auditors and leading the preparation of the Annual Comprehensive Financial Report (ACFR). Reports to the Deputy County Administrator/Chief Financial Officer.

Responsibilities

Directs the centralized accounting and payroll functions.

Supervises the maintenance, control, and analysis of the fiscal operations of the County government.

Supervises the County’s fixed asset program.

Supervises the posting and balancing of County ledgers.

Responsible for the preparation of the Annual Comprehensive Financial Report (ACFR).

Recommends and maintains County financial policies and provides advisory support to department heads regarding financial practices and compliance.

Provides financial analysis in support of the annual County budget.

Prepares regular and special financial analyses and reports for the Chief Financial Officer.

Performs other duties as assigned.

Qualifications

Possession of a Bachelor's degree in accounting, business administration, or a related field.

Six (6) or more years of progressively responsible management experience in general accounting and/or governmental accounting.

Experience with Tyler Munis.

Licensure as a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO).

Possession of certification from the Government Finance Officers Association (GFOA) or the Virginia Government Finance Officers Association (VGFOA).
