Overview The Finance Director supports the County’s Central Accounting and Payroll team, ensuring accurate, transparent, and compliant financial management for the community. This role requires a dedicated, detail‑oriented leader who can operate with minimal supervision and take ownership of the County’s financial operations.

Responsibilities

Plan and direct the County’s central accounting and payroll functions.

Oversee financial reporting, cash management, debt financing, fixed assets, grant activity, and risk management.

Review and approve financial procedures, controls, and all disbursements.

Coordinate with external auditors and lead the preparation of the Annual Comprehensive Financial Report (ACFR).

Provide financial analysis and reports to the Deputy County Administrator/Chief Financial Officer.

Supervise and maintain the County’s fixed‑asset program and ledger posting.

Assist departments with financial practices and compliance as an advisory resource.

Perform other duties as assigned.

Job Highlights

Recommend and maintain financial policies, providing advisory support to department heads.

Provide financial analysis for the annual County budget.

Prepare special financial reports for the Chief Financial Officer.

Qualifications

Bachelor’s degree in accounting, business administration, or a related field.

Six (6) or more years of progressively responsible management experience in general accounting and/or governmental accounting.

Experience with complex automated financial systems, spreadsheet applications, and financial reporting.

Must include a cover letter, resume, and three professional references in the online application.

Special Requirements

Licensure as a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) required.

Experience with Tyler Munis.

Certification from the Government Finance Officers Association (GFOA) or the Virginia Government Finance Officers Association (VGFOA).
