Summary The mission of the U.S. Department of Education, Office of Federal Student Aid (FSA) is to administer the federal financial aid programs under Title IV of the Higher Education Act of 1965. These programs provide billions of dollars in federal loans, grants, and work‑study funds to students and their families each year.

Roles and Responsibilities

Develop courses that meet audience needs, ensuring learning objectives are met and content is accessible.

Take complex or ambiguous information/content and design clear, concise, appealing, and understandable products.

Collaborate with internal and external stakeholders, including subject‑matter experts, to determine the most effective solution for training and development activities.

Research and adapt approaches to market relevant training and developmental activities to intended audiences.

Eligibility and Conditions of Employment

Relocation will not be paid.

May be required to complete a one‑year probationary period.

Males 18 and older must be registered with the Selective Service.

Must be a US citizen.

Background investigation is required.

Qualifications Minimum Qualification Requirements

Extensive experience developing synchronous, asynchronous (instructor‑led training, e‑learning, and educational simulations), and blended learning solutions for adult learners.

Familiarity with the administration of the Higher Education Act, Title IV student aid programs.

Specialized Experience for the GS‑13

One year of experience equivalent to at least a GS‑12 performing two of the following duties:

Training financial aid professionals at professional conferences.

Working in training design and development in evolving environments.

Managing financial aid systems and programs at an institution of higher education.

Education

Undergraduate and graduate education in education or a related subject area, or equivalent experience demonstrating practical knowledge of the field.

Foreign education may be used if comparable to a U.S. accredited institution; evidence must be provided.
