Summary
The mission of the U.S. Department of Education, Office of Federal Student Aid (FSA) is to administer the federal financial aid programs under Title IV of the Higher Education Act of 1965. Responsibilities
Develop courses meeting the needs of the intended audience, ensuring learning objectives are met and content is accessible (considering learning styles, comprehension levels, etc.).
Take complex and/or ambiguous information/content and design clear, concise products that are appealing and easily understandable.
Collaborate with various internal and external stakeholders (including subject‑matter experts) to determine the most effective solution for training/development activities or application of existing training programs/developmental activities (including simulations, e‑learning and blended learning solutions).
Research and adapt various approaches and market relevant training and developmental activities to intended audiences.
Requirements Conditions of Employment
Relocation will not be paid.

Must be a U.S. Citizen.
Background investigation is required.

Familiarity with the administration of the Higher Education Act, Title IV student aid programs.
You may meet the minimum qualifications for the GS‑13, if you possess the specialized experience.
Specialized Experience for the GS‑13
One year of experience in either federal or non‑federal service that is equivalent to at least a GS‑12 performing two (2) of the following duties or work assignments:
Experience routinely training financial aid professionals at financial aid nights or other professional financial aid conferences either in person or online through webinars, demos, tutorials, templates, job aids, training materials, and other media.
Experience working in training design and development in the context of constantly evolving requirements, principles, and adult learning concepts.
Experience with training or managing financial aid systems and programs at an institution of higher education, an associated organization, or the Department of Education.

Knowledge, Skills, and Abilities (KSAs)
Ability to develop synchronous, asynchronous (instructor‑led training, e‑learning, and educational simulations), and blended learning solutions for adults in the workplace, including scenario‑based or simulation‑based learning, micro‑learning, multimedia solutions, and other continuous learning options.
Knowledge of the administration of the Higher Education Act, Title IV student aid programs, including comprehensive knowledge of the mission, organization, and work processes of Federal Student Aid’s programs and their relationship to the training and development process.
Ability to communicate effectively and efficiently verbally and in writing, conveying technical and non‑technical information to diverse levels of learners.
Skill in composition, typography, imagery, messaging, and branding of student financial aid training products.
Education Undergraduate and Graduate Education: Major study — education or a subject area related to the position to be filled, or experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject‑matter field of the position to be filled that required training or instructing others on a regular basis.
Foreign Education Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. If you are using foreign education to meet qualification requirements, you must submit a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
