Position Summary The Compliance & Legal Manager will be a subject matter expert ensuring GPD’s adherence to U.S. government contracting regulations, primarily the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The role blends legal contract review, financial analysis, compliance policy development, and internal training to mitigate risk and maintain legal and ethical operations.

Key Responsibilities And Duties Compliance Program

Serve as the primary internal expert on FAR, DFARS, CAS, and other federal contract regulations (e.g., 2 CFR Part 200, DCAA guidelines).

Develop, implement and maintain comprehensive compliance programs, policies, internal controls and procedures.

Coordinate and manage internal and external audits, leading investigations into potential non‑compliance and developing corrective action plans.

Identify, assess and mitigate financial, legal and commercial risks associated with government contracts, advising senior leadership on potential impacts.

Create and deliver training programs to cross‑functional teams.

Prepare and submit required reports to regulatory agencies and senior management.

Collaborate with finance and accounting teams to ensure compliance with cost accounting requirements.

Serve as expert in federal cybersecurity requirements, liaising with IT to ensure compliance and develop policies.

Stay current with new federal regulations and attend relevant educational events.

Legal Support Contracts

Oversee review, negotiation and administration of contracts, subcontracts and agreements from proposal through closeout.

Manage SAM registration, certifications, attestations and federal organization forms.

Develop and negotiate Joint Venture and Teaming Agreements, whether GPD is prime or subcontractor.

Subcontractor Program Management

Support operations with database development and tracking for subcontractors and teaming partners.

Manage subcontractor contract compliance and assist with PO or WA execution.

Oversee SBE and Disadvantaged Program, including vetting subcontractors and diversifying the program.

Manage Joint Venture and Teaming Agreements, submitting required forms to the government.

Preferred Skills And Qualifications

Bachelor’s Degree in Business Administration, Legal Studies or related field required; JD or MBA preferred.

5‑8 years of experience in government contracting, compliance and auditing.

Ability to draft and review extensive government contracts and negotiate changes.

Experience with contract flow downs, subcontractor management and internal controls.

High level knowledge of FAR, DFAR, CMMC, CAS and other regulations.

Experience with SAM.gov, SPRS, PIEE.

Strong analytical, problem‑solving and communication skills.

Ability to identify and communicate operational improvements for compliance.

Proven ability to document policies, procedures and control narratives.

Experience developing and delivering compliance training.

Capability to coordinate with legal, HR, accounting, IT, business development and operations.

Adaptability to a fast‑paced environment and multiple concurrent tasks.

Travel may be required; US Security Clearance may be necessary.
