Position Summary The People Operations Manager (POM) leads the People Operations team, which includes Coordinators and Generalists. The POM manages day‑to‑day HR support, plans quarterly and annual cycles and programs, ensures compliance with wage and hour regulations, coordinates open enrollment and payroll, and maintains an environment of high customer service and respect. The role includes coaching, mentoring, and partnering with senior leaders to uphold On Lok’s core values and support a diverse, inclusive workforce.
Duties / Responsibilities General Responsibilities
Effectively support the employee lifecycle, including onboarding, engagement, retention, development and exit processes.
Ensure adherence to policies, regulations and employment laws, recommending improvements to reduce risks while maintaining a positive employee‑centric culture.
Streamline processes to improve productivity.
Work independently to meet objectives while adhering to approved budgets.
Lead change efforts and various People (Employee) Relations activities.
Identify root causes and recommend effective, holistic solutions.
Oversee the maintenance and updates of employee documentation, including data files, reports, policies, the Employee Handbook and audit readiness activities.
Staff Leadership & Management
Create a strong customer service culture within the People Department.
Support and train staff in identifying trends, addressing matters ranging from reasonable accommodation to investigations of misconduct.
Provide guidance to staff on navigating challenging interpersonal dynamics, facilitation of complaint resolution and investigations.
Partnerships with Cross‑Functional Teams
Guide supervisors on effective management of employee performance, coaching, feedback, career growth and discipline.
Coach leaders on team dynamics, high‑performer motivation and difficult conversations.
Partner with Talent Management, benefits, recruitment and compensation teams.
Support implementation of training and retention strategies, reinforcing On Lok’s culture.
Collaborate with Internal Communications on organization‑wide announcements.
Work with Security/Safety on violence prevention and safety programs.
Partner with Legal and Compliance on policies, employee handbook and appeal situations.
Support Payroll to ensure compliance with wage and hour regulations and training on time and attendance administration.
Support the Director of People Operations with committee activities, reporting and material preparation.
Other Responsibilities
Handle escalated matters, attend disciplinary meetings, separations and investigations.
Understand trends, best practices and regulatory changes that impact the organization.
Perform duties with tact, discretion and confidentiality.
Lead special projects as assigned.
Qualifications (Knowledge, Skills, Abilities)
Associate’s Degree in Human Resources or business‑related field (Bachelor’s preferred).
6+ years HR experience with strong knowledge of employee relations, workers’ compensation, leaves and accommodations, and change management.
2+ years HR staff management experience; HRIS software as user and administrator.
Effective collaborator who works proactively in an interdisciplinary team.
Strong business acumen to make sound decisions.
Team player who influences without authority.
Emotionally intelligent, self‑aware, respectful, empathetic and able to handle stress.
Resourceful and adaptable in ambiguous, rapidly changing environments.
Grounded in equity with strong analysis skills.
Aware of cultural dynamics and confident in addressing problematic actions.
Excellent communicator with proficiency in English.
Computer proficiency: HRIS, payroll software, Microsoft Office.
Excellent interpersonal and customer service skills; strong attention to detail; problem solver.
