Position Overview
The Illinois Department of Children and Family Services seeks an organized, professional, and results‑oriented individual to serve as Cook County and Northern Foster Home Licensing Manager. Under administrative direction, this position plans, directs, and coordinates the comprehensive foster care program for assigned regions and pursues the resolution of problematic situations at foster homes brought to the attention of the regional offices. The position provides oversight to Foster Home Licensing Team Supervisors throughout the state and works to ensure close communication and cooperation with foster parents.
Essential Functions
Serves as Cook County and Northern Foster Home Licensing Manager.
Serves as full line supervisor.
Directs, coordinates, and monitors the operation of foster home licensing teams to ensure appropriate education, training, and investigation of complaints.
Serves as lead manager, monitoring to ensure close cooperation and communication with foster parents.
Communicates, interprets, and enforces agency policies, procedures, state and area statutes, and requirements with Department staff, other state agencies, government officials, Guardian Ad Litem, courts, foster parents, and other providers to ensure a prompt system of complaint resolution and progressive reform of problem areas within the foster care system.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires a master’s degree in social work or a related human services field from a recognized college or university.
Requires three years of administrative child welfare experience with an MSW or four years of child welfare administrative experience with a master’s degree in a related human services field.
Preferred Qualifications
3 years of professional experience conducting day care or child welfare licensing services, child welfare casework, or child protection investigations.
3 years of experience supervising professional staff.
3 years of management experience in a professional business or public agency.
3 years of professional experience evaluating program and personnel performance.
3 years of professional experience conducting program monitoring.
3 years of professional experience conducting staff training.
Conditions of Employment
Requires a valid driver’s license, access to an automobile, and proof of vehicle insurance.
Requires completion of a background check and self‑disclosure of criminal history.
