Program Overview RIVA Solutions supports the National Telecommunications and Information Administration (NTIA) in administering and operating a Salesforce-based grants management platform used to manage large-scale broadband and digital equity programs.

The NTIA Salesforce platform enables end-to-end grants lifecycle management, including application intake, federal review workflows, post-award monitoring, reporting, and stakeholder engagement. It supports nationwide initiatives such as broadband infrastructure expansion, digital equity programs, middle-mile development, and tribal connectivity efforts.

RIVA provides program management, Agile delivery oversight, Salesforce platform development, data integration, change management, and operations and maintenance to ensure the platform remains secure, scalable, and aligned with evolving federal program requirements.

Position Overview RIVA Solutions is seeking a Senior Project Manager to lead delivery of NTIA’s Salesforce grants platform. This role is responsible for end-to-end program execution, ensuring scope, schedule, performance, and quality requirements are consistently met across development, integration, change management, and O&M workstreams.

The Project Manager serves as the primary point of contact with Government stakeholders, including the COR and program leadership. This individual drives Agile delivery performance, manages risk, oversees reporting, and ensures contractual obligations are executed on time and to standard in a complex federal IT environment.

While the role allows for remote work within the United States, candidates located in the Washington, DC area is strongly preferred due to stakeholder engagement and collaboration needs.

Core Responsibilities

Serve as overall program lead with accountability for scope, schedule, budget, and contractual deliverables

Develop, maintain, and manage the integrated project schedule, milestones, dependencies, and resourcing

Identify, track, and mitigate program risks and issues; escalate to Government stakeholders and COR as appropriate

Prepare and deliver weekly and monthly status reports, including accomplishments, risks, metrics, and performance indicators

Lead roadmap planning and reporting, ensuring alignment with Government priorities and program objectives

Coordinate Agile planning activities, sprint ceremonies, and cross-team alignment across development and O&M teams

Act as the primary liaison with Government stakeholders, product owners, and leadership to manage expectations and decision-making

Ensure all deliverables meet quality standards, contractual requirements, and timelines

Support governance, compliance, onboarding, and audit-related activities as required

Enable collaboration across Salesforce developers, data integration teams, help desk, training, UX, and change management resources

Support transition activities, including phase‑in and phase‑out coordination when applicable

Minimum Qualifications

Bachelor’s degree in a related field or equivalent professional experience

Minimum 8 years of related experience, with at least 4 years in a supervisory or leadership role

Experience managing complex IT programs or projects in a structured delivery environment

Strong leadership, organizational, and stakeholder communication skills

Preferred Qualifications

PMP, FAC-P/PM, or equivalent project management certification

Experience supporting Salesforce platform delivery, Agile development, or cloud-based enterprise systems

Familiarity with federal grants administration or grants management lifecycles

Prior experience managing federal IT contracts, task orders, or multi‑vendor programs

Proven experience working directly with CORs, product owners, and federal leadership

Proficiency with Agile project management tools such as JIRA, Confluence, or Azure DevOps

Knowledge of federal security, compliance, onboarding, or ATO processes

Experience coordinating roadmap planning, release schedules, and cross‑functional delivery teams

Strong briefing, reporting, and executive communication skills

Salary Salary commensurate with experience (DOE)
