to serve as a liaison between FTA Headquarters and the Regional Office (TRO) performing a wide array of safety, oversight, and compliance activities to advance FTA’s safety mission. The role coordinates with stakeholders to provide information for safety compliance in program areas during technical compliance reviews and related safety activities.
Responsibilities
Act as the liaison between Regional Offices and TSO Headquarters within the Safety Management Process, providing advice in identifying, reviewing, and escalating safety issues.
Provide communication and liaison support between Regional Offices and TSO.
Support recipients and the region in safety grant applications, project implementation, inspection, oversight, and coordination activities.
Travel 25%–30% of the time.
Requirements
Must be a U.S. citizen and eligible for consideration.
Meet the specialized experience requirement for the grade at which you are applying.

Conditions of Employment
1‑year probationary period during which your fitness and advancement of the public interest will be evaluated.
Completion of probation leads to certification of continued employment; otherwise employment will be terminated.

This position involves travel; a government contractor‑issued travel card will be issued.
Federal applicants must satisfy time‑in‑grade requirements.
Applicants selected under delegated examining procedures may need to complete a one‑year probationary period.
Qualifications To qualify for Grade 13: at least one year of experience equal or equivalent to GS‑12, including:
Experience utilizing methods and techniques for analytical studies related to transit safety‑oriented programs.
Experience interpreting, drafting, reviewing, and editing transit safety guidance or regulations.
Experience communicating information to internal and external stakeholders.
To qualify for Grade 14: at least one year of experience equal or equivalent to GS‑13, including:
Experience managing and reporting on analytical studies directly related to transit safety‑oriented programs.
Experience interpreting, drafting, reviewing, and editing transit safety guidance or regulations.
Experience communicating, leading, and presenting information to stakeholders.
Experience overseeing and leading work, summarizing and reporting team progress, and mentoring team members.
Knowledge, Skills and Abilities (KSAs)
Safety Technical Analysis – knowledge of concepts, principles, theories, and methods to identify and mitigate safety hazards.
Transit Safety and Compliance – knowledge of rail transit operations, maintenance, and safety laws and regulations.
Communication – strong interpersonal skills with ability to communicate orally and in writing on technical and non‑technical subjects.
