We’re looking for a skilled Preconstruction Manager to support complex water, wastewater, environmental, heavy civil, operations, maintenance, and military/government facility projects.
Base Pay Range $160,700.00 /yr – $251,150.00 /yr
Responsibilities
Review proposals, conceptual designs, detailed design documents (drawings and specifications), attend design development meetings and make site visits to define scope of work and cost impacts.
Prepare estimates by developing project WBS, calculating complete scope take‑offs, assisting contract staff with statements of work for subcontractors and vendors, applying construction means and methods, preparing schedules, and calculating indirect field and owner’s costs.
Collaborate with design teams to develop the required level of design‑build construction estimates.
Develop reports and presentations and analyze historical data for cost and schedule performance.
Manage attention to detail, extensive construction experience, and desire to grow on challenging water and wastewater projects.
Qualifications
Bachelor’s degree in Engineering, Construction Management or similar, with significant experience.
Proficient in AutoCAD, MicroStation, Bluebeam, Timberline, Microsoft Office, Primavera P6, Smartsheet, and SQL‑based databases.
Experience with estimating organizational structure and process, including quantity take‑off, crew development, productivity relationships, material quotations, contingency and risk model development, escalation model development, and markup structures.
Proficient in quantitative risk analysis using software such as Deltek Acumen.
Experience using industry estimating software such as Timberline and HCSS Heavy Bid.
Knowledge of project scheduling; ability to use Primavera P6 and/or Smartsheet.
Experience mentoring junior staff.
Able to travel to meet project needs; travel is variable but generally infrequent.
Preferred (Ideally)
Strong written, oral and presentation skills.
Client‑facing experience on difficult topics (scope, schedule, budget).
Interpersonal relationship building and conflict resolution skills.
Independent work style with clear definition of responsibilities.
Extensive background in water and wastewater construction, including field experience.
Physical and environmental demands for the position, including standing, walking, sitting, coordination, balance and agility; capacity to climb, stoop, kneel, squat, grasp, reach, repetitive hand movements; ability to work in high‑pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes and chemicals.
