Responsible for integrating all teams across the CDA, driving day-to-day operations, managing execution of the strategic plan, ensuring program and service excellence, and holding people accountable for results.
ESSENTIAL FUNCTIONS
Partner with the Executive Director and leadership team to set the Scott County CDA strategic vision and priorities. Own the execution of the agency strategic plan by aligning teams, initiatives, and priorities. Lead agency-wide initiatives, strategic planning efforts and impact assessments while fostering clarity, communication, and cross-functional alignment. Assume the duties of the Executive Director when they are unavailable.
Actively build and facilitate collaborative and integrated relationships across the CDA. Identify and maximize opportunities for teams and workflows to connect and collaborate to fulfill CDA’s mission and strategic plans. Use influence to build and reinforce a culture of collaboration.
Oversee, manage and hold accountable the Finance, IT and Human Resources teams and align their work with CDA priorities. Build team culture aligned with CDA core values. Provide teams with clear expectations and hold them accountable to those expectations. Align and provide resources – including coaching, training and ensuring coverage as needed – to achieve CDA goals.
Identify, monitor and report key consolidated CDA performance, outcomes and compliance measures to effectively demonstrate and communicate CDA’s impact. Partner with CDA leadership to use those measures to inform strategic decisions. Leverage the Finance Director’s comprehensive budget and resource analysis to provide strategic, data-driven recommendations that guide departmental leaders in optimizing fiscal performance and enhancing programmatic impact.
Optimize internal systems, processes, and infrastructure to support effective service delivery. Drive the creation, documentation, and improvement of agency-wide core processes, policies and procedures. Lead business continuity and emergency response planning.
Lead and coordinate marketing and communications planning and activities across CDA. Collaborate with directors to establish and maintain marketing and communications strategic priorities, guidelines, policies and procedures.
EDUCATION & EXPERIENCE
Considerable experience in:
Leading and managing collaborative teams.
Workflow optimization, process improvement, and implementing agency-wide initiatives.
Strategic planning, operationalizing high-level goals, and translating strategy into concrete project execution plans.
Designing, planning, and operational oversight of public housing and community development programs and services, coupled with a thorough knowledge of all pertinent state, federal, and local laws, ordinances, rules, and regulations pertaining to non-profit housing programs and services as well as business and community development.
Bachelor's degree in Public Administration, Urban Planning, Nonprofit Management or a related field; or equivalent work experience.
CERTIFICATIONS
Valid driver’s license in the State of Minnesota

Balance multiple priorities while working toward team goals and priorities.
Work with minimal day-to-day direction as well as recognize and act on opportunities to seek guidance from supervisor or other leaders.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and repetitive motions, frequently requires standing and walking and occasionally requires using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic)
