Program Overview RIVA Solutions supports the National Telecommunications and Information Administration (NTIA) in administering major broadband grant programs funded under the Infrastructure Investment and Jobs Act (IIJA) and related legislation. To support this mission, NTIA operates the Salesforce-based NTIA Grants Portal (NGP), a comprehensive customer relationship management and grants management platform.
NGP enables application intake, federal review workflows, post-award monitoring, reporting, and stakeholder engagement across programs such as Broadband Equity, Access, and Deployment (BEAD), Digital Equity, Middle Mile, and Tribal Broadband. The program requires ongoing Salesforce platform development, integrations, data migration, user support, Agile delivery, and operations and maintenance to ensure secure, efficient, and scalable grant administration for state, tribal, and local entities nationwide.
Position Overview RIVA Solutions is seeking a UI/UX Designer to support application design and user experience across the NTIA Grants Portal. This role focuses on creating intuitive, accessible, and user-centered design solutions that translate complex grant management workflows into clear and efficient user experiences.
The UI/UX Designer collaborates closely with product owners, developers, change management, and key stakeholders to simplify user journeys, improve navigation, and enhance usability for external applicants, grantees, federal program officers, and internal staff. This position plays a critical role in driving adoption, improving user satisfaction, and ensuring accessibility and consistency across the platform.
Core Responsibilities
Lead user-centered design activities, including discovery workshops, user interviews, and UX requirements gathering
Develop wireframes, low- and high-fidelity mockups, prototypes, and interaction flows for new features and enhancements
Translate business requirements and technical constraints into intuitive layouts, navigation patterns, and streamlined user journeys
Ensure all designs meet Section 508 accessibility, usability, and readability standards
Collab with product owners and developers to validate feasibility, prioritize UX improvements, and refine designs during Agile sprints
Conduct usability reviews, gather feedback, and iterate designs to improve effectiveness and adoption
Document design decisions, reusable UI components, and visual standards to support consistency across the platform
Partner with change management and training teams to ensure users understand new features and benefit from improved UX
Monitor platform usability metrics and identify continuous improvement opportunities
Advocate for human-centered design principles throughout roadmap planning, backlog grooming, and release cycles
Minimum Qualifications
Bachelor’s degree in Design, Human-Computer Interaction, or a related field (or equivalent professional experience or certifications)
Minimum 6 years of experience in UI/UX design or a related discipline
Strong portfolio demonstrating user-centered design, wireframes, prototypes, and application workflows
Excellent communication and collaboration skills
Preferred Qualifications
Experience designing UX for Salesforce or other enterprise platforms
Familiarity with federal programs, grants workflows, or public-sector systems
Proficiency with Figma, Sketch, Adobe XD, or similar design tools
Knowledge of Section 508 accessibility standards
Experience working in Agile delivery environments
Strong usability testing and user research experience
Experience designing external-facing or public-facing systems
