Project Manager, Public Health Operations
Quest Diagnostics

The Public Health Operations team is seeking a mission‑driven Project Manager to manage projects that support pandemic response readiness and emerging disease strategy. The role reports directly to the Director of Response Readiness and bridges commercial laboratory excellence with national public health security.
Responsibilities
Project Leadership & Management
Serve as the primary project manager for the CDC "Warm Base" preparedness project, owning scope, timeline, resources, risks, and deliverables.
Collaborate with internal marketing and communications teams to align content, branding, and messaging with Quest standards.
Coordinate with internal functions (Sales, Lab Operations, IT, etc.) to ensure seamless project delivery.
Document project progress, gather feedback, and produce final reports, including prototypes or resource toolkits.
Ensure all initiatives related to remnant operations and sensitive data (PII) comply with research integrity, compliance, and human protection standards.
Produce quarterly summaries of progress against contract deliverables, ensuring timely and transparent updates to all stakeholders.
Key Duties & Responsibilities
Lead projects and working teams to effectively initiate, plan, execute, monitor, and close projects.
Own the timeline, budget, resource constraints, and deliverables/results while balancing big‑picture and detail‑oriented work.
Communicate actively with project sponsors and stakeholders, establishing regular points of communication and managing expectations.
Perform root‑cause analysis on project shortfalls and take corrective action as necessary.
QMS Principles & Tools
Apply QMS principles and tools to a variety of small to medium projects.
Identify root causes of issues, design solutions, define, monitor, and control processes, and understand customer needs.
Design proactive change plans and facilitate on‑site workshops, continuous improvement events, and provide ongoing guidance or consultation.
Coach employees on various tools, concepts, and practices foundational to QMS, support self‑sufficiency, sustainability, and scalability.
Participate in Communities of Practice, lead QMS training classes, document business processes, and complete required continuous learning.
Qualifications
Required Education
Bachelor’s degree in a life science, or a Bachelor’s degree in management with life sciences or healthcare industry experience.
Preferred Education
Master of Public Health (any emphasis).
Preferred Work Experience
Project management.
Physical & Mental Requirements
Lifting and carrying objects as part of normal duties.
Frequent walking and/or standing.
Knowledge
1–3 years of experience leading projects from initiation to completion.
Experience facilitating discussions or workshops.
Some experience in continuous improvement, process management, and basic VOC tools.
General knowledge of Hoshin and breakthrough planning.
Experience leading change initiatives.
Skills
Problem‑solving, effective written and verbal communication, data analysis, strong relationship building, multitasking, and organizational skills.
Proficiency with Microsoft Word, Excel, and PowerPoint.
Interpersonal, decision‑making, planning and organization, results‑oriented, creative, persistent, composed, rapid learning, independent working style, and entrepreneurial thinking.
