Job Summary Plans, coordinates, and supervises the vending operations at an assigned activity. Responsible for procurement, inventory management, operating financials, and related duties.

Duties & Responsibilities

Plans, coordinates, and supervises all facets of an Exchange‑owned and contracted vending operation.

Achieves net contribution goals through effective management of product cash, personnel, equipment, security, expenses, and operational records.

Implements procedures for controlling and managing inventory of merchandise and repair parts; establishes vending routes, merchandise accountability, vending replenishment system, and preventive maintenance schedules for machines, equipment, and vehicles.

Reviews and analyzes vending machine reports and operating summaries; ensures sales and profit goals are met through sound management and promotional actions.

Works under general direction of a manager, operating independently within established policies, procedures, and regulations; reports unusual or complex problems to the supervisor with recommendations.

Prepares equipment requests for vending machines, repair parts, and vehicles; maintains fixed‑asset records for all equipment.

Directly responsible for performance, mission effectiveness, and compliance of assigned departments; assesses efficiency, security, and loss prevention, including inventory shrink, shoplifting, and fraud.

Inspects vending machines for operational condition, appearance, merchandising, and product; reports vandalism or malfunction and assists investigations as directed.

Prepares reports on cash receipts, accounts, and operational data; establishes internal control procedures and safeguards cash intakes.

Analyzes direct‑run versus contracted vending to determine the most advantageous method; evaluates operation effectiveness and ensures compliance with NEXCOM directives.

Conducts market and demographic surveys to determine product trends and population counts; maintains knowledge of industry practices.

Prepares input to the contracting officer regarding contractor performance; initiates termination action when authorized due to non‑compliance.

Ensures cash handling, safety, sanitation, and security procedures are followed.

Co‑ordinates with the NEXCOM Contracting Division to achieve procurement and contracting objectives for vending operations.

Establishes and implements a comprehensive training program for vending associates; oversees inventory control, warehouse storage, maintenance, and installation of machines.

Supervises personnel, approves leave and vacation schedules, enforces work rules, establishes policies, and initiates programs to meet mission goals; develops safe working conditions and conducts performance appraisals.

Travel is required within the district for short‑to‑long periods; associate must be on call for issues after normal hours.

Performs other related duties as assigned.

Job Requirements

Must possess a valid state driver’s license and the knowledge and skills to operate a motor vehicle safely.

Must pass appropriate background checks (e.g., Federal DOD Security Clearance).

Must complete the GSA Defensive Driving Course.

Incumbent must file a Financial Disclosure Report (OGE Form 450) as required.

General Experience Total of four years of experience:

Three years in merchandising, technical, or other responsible work enabling knowledge of merchandising and procurement practices and maturity in judgment.

Education Substitution One year of related academic study above high school may substitute for nine months of experience up to a maximum of a four‑year bachelor’s degree for three years of general experience.

Specialized Experience One year of responsible experience providing background in merchandising operations, vending maintenance, equipment inventory levels, customer service, sanitation, security, and supervisory or exempt/non‑exempt experience.

Physical Requirements Regularly lifts and transports moderately heavy objects up to 40 lbs; occasionally handles heavier items with assistance. Requires regular walking, bending, and reaching.
