Job Title Business Analyst - CPIC (Temporary 4-6 months)

Halvik Corp delivers a wide range of services to executive and independent agencies across the US Government. This role requires a Secret Clearance from the Department of State.

Responsibilities

Serve as key member of a small, highly collaborative Program Management Office, providing IT program and project management expertise and governance.

Work with Program Manager and Business Subject Matter Specialist to support business processes, technology investments, and project portfolio aligned with business requirements and strategic goals.

Analyze business needs, conduct requirements gathering, and define scope and objectives for software development activities using agile methodologies.

Develop project charters, document purpose and scope, and organize project tasks, activities, dependencies, milestones, risks, and communication plans.

Perform quantitative analysis methodology to evaluate data, cost and benefit, and/or process measurement analysis.

Research industry trends for process improvement techniques and best practices, partner with and consult leadership teams and process owners on strategic initiatives.

Research potential technology investments, prepare Analysis of Alternatives, support vendor selection, and provide business, technical, and budget justifications for acquisitions.

Prepare and analyze budget forecasts, update records in the Department IT portfolio management tool, and generate regular and ad‑hoc reports for government task leads and senior leadership on budget and funding status.

Required Skills

Experience in business analysis, process improvement, organizational change management.

Capture and analyze performance measures for software development, IT acquisitions, Capital Planning and Investment Control (CPIC), budget tracking, and IT service delivery processes.

Proficiency in agile methodologies and requirements gathering.

Ability to develop project charters and communication plans.

Strong quantitative analysis and data analysis skills.

Capacity to research industry trends and recommend improvements.

Knowledge of vendor selection and procurement processes.

Familiarity with Department IT portfolio management tools.

Preferred Skills

Agile and Scrum experience; Jira proficiency preferred.

Knowledge of Risk Management Framework (RMF) and ATO continuous monitoring.

Experience with SharePoint constructs and best practices.

Project Management Professional or CAPM certification.

Certified Scrum Master or equivalent.
