Location:
Hybrid role with a requirement to work onsite at the HHS Washington, DC office one (1) or two (2) days per week.
The Project Manager is responsible for overall contract execution and serves as the primary point of contact with HHS leadership, the Contracting Officer (CO), and the Contracting Officer s Representative (COR). This role ensures successful delivery of IV&V, program management, financial, risk, and website oversight support services.
Key Responsibilities
Provide overall leadership, planning, and oversight of contract activities across all task areas.
Serve as the primary interface with HHS stakeholders, including ASFR, DIS, and Office of Grants personnel.
Oversee IV&V, program management, financial, risk management, and website-related activities.
Ensure effective coordination of website content support and website effectiveness analysis efforts.
Develop and maintain the Task Management Plan (TMP), schedules, milestones, and staffing plans.
Ensure compliance with contract requirements, HHS policies, and federal regulations.
Oversee staffing, risk management, quality assurance, and performance monitoring.
Ensure timely delivery of all required reports and deliverables.
Required Qualifications
Bachelor's degree (Master's preferred) in IT, Management, Business, or related field.
10+ years managing federal IT or program support contracts.
Prior experience supporting or managing projects involving HHS systems (e.g., GrantSolutions, Grants.gov, TAGGS, or similar HHS enterprise platforms).
Demonstrated experience with IV&V, SDLC oversight, and Agile methodologies.
Strong leadership, communication, and stakeholder management skills.
Preferred Qualifications
PMP Certification is preferred.
