The Role This position is responsible for the preparation and execution of the VCS Block VII/VIII program, serving as the company’s Attack Submarine Capacity & Long‑range Expansion (SCALE) Program lead.

Scope and Responsibilities

Lead program management of the VCS design model cutover.

Prepare construction and value stream for Block VII/VIII design changes.

Develop and implement a manufacturing assembly plan covering procurement, fabrication, construction, outsourcing, outfitting, testing, certification, and delivery of an entire Virginia‑class submarine.

Establish engineering, planning, and construction networks and systems covering the entire WBS to enable SUBSAFE and Fly‑by‑Wire URO/URU certification.

Ensure design, build, and sustain changes within Block VII/VIII are fully understood and completed within program‑supporting timelines.

Own safety, quality, cost and schedule performance for the AOR.

Negotiate design, planning and execution contracts, incorporating contract changes as required.

Coordinate labor and business plans, operating budgets, and facility utilization plans.

Act as primary customer contact for program activities, leading program review sessions with the customer (PMS 450, NAVSEA 08, SUPSHIP‑NN, Ship’s force, Electric Boat and NRRO).

Ensure continuous improvement and learning are incorporated into the program to accelerate performance.

Coordinate value‑stream support (engineering, IPPC, SCM, MANU, etc.) and program priorities.

Establish milestones and monitor adherence to master plans and schedules, identify program problems/opportunities, and obtain solutions via risk management (EROMS).

Direct the work of employees assigned to the program from technical, manufacturing and administrative areas.

SCALE Effort – Six Sub‑Teams

Supply Base – Develop material procurement framework to enable SCALE without impeding BV/BVI co‑production.

Contracts – Identify contracting structures that enable SCALE execution without impeding BV/BVI co‑production.

Technical Authorities – Identify expansions of local authority and governing procedures.

Systems Integration – Design processes and systems to perform all parts of the value stream, including transfer of information with the design yard.

Operations & Facilities – Define manufacturing & assembly plan and oversee SCALE infrastructure projects.

Workforce – Identify SCALE workforce demands and structures to satisfy them.

Qualifications – Must Have

Bachelor’s degree in a relevant discipline plus a minimum of 10 years of applicable, progressive professional and/or supervisory work experience.

Or a Master’s degree in a relevant discipline and 8 years of relevant work experience.

Qualifications – Nice to Have

Master of Business Administration.

Program management experience at the major program level, preferably a submarine‑related program.

Ability to travel regularly with short‑notice flexibility.

Experience leading complex matters to successful conclusion across multiple stakeholders.
