Job Summary The City of Bellevue is working on a long-term city‑wide program to implement modern, user‑friendly enterprise technologies that improve efficiency and provide better data insights. This Business Transformation program will ensure Bellevue’s business systems, processes, employees, data and technology meet the needs of the community and workforce. As a Data Governance Business Analyst, you will play a key role in a collaborative environment to develop and implement a citywide Data Governance program, ensuring data accuracy, security and compliance.

Essential Duties And Responsibilities

Collaborate in designing and managing the data governance program, establishing a framework for City data stewardship with key stakeholders.

Deliver services outlined in the Data Governance Roadmap to improve data quality and availability, modifying policies, standards, metrics, processes, tools and architecture.

Document roles, responsibilities and accountability for stewardship, building a detailed audit of the City’s information assets.

Identify tools and processes for data classification, master data management and metadata management, prioritizing projects to advance the program.

Qualifications

Knowledge of industry‑standard data governance practices.

Knowledge of data lifecycle concepts such as data structures, transformations, master and metadata management.

Strong analytical and problem‑solving skills.

Expertise in engagement and consensus building at all organizational levels.

Ability to manage competing priorities and multiple deadlines.

Excellent communication and interpersonal skills, translating complex technical concepts for non‑technical stakeholders.

Strong technical writing and documentation skills, with attention to detail.

Business process analysis experience including requirements gathering and process mapping.

Knowledge of data privacy regulations and security and privacy standards for the public sector.

Preferred Qualifications

PMP or CAPM certification.

CDMP or DACM certification.

Experience with Microsoft 365 suite and Power BI / Power Platform.

Experience with Smartsheet or other project management/planning tools.

Education And Experience

Bachelor’s degree in computer science, information technology, information systems, project management, business management, or a closely related field; OR any equivalent combination of education, experience and training providing the required knowledge, skills and abilities.

Supplemental Information FLEXIBLE/HYBRID WORKING

A hybrid work schedule is available after an orientation period. Remote work is subject to department needs and will be discussed with candidates during the selection process. Full‑time remote work is not available. Employees must reside in Washington State and be within reasonable commuting distance to Bellevue City Hall.

Limited Term Employee (LTE) : A fully benefited employee appointed to a position scheduled to work a minimum of 30 hours per week for a specific project with a specific ending date anticipated to last more than five months but not longer than three years (36 months).
