Minimum Qualifications Summary
Possess a bachelor’s degree, preferably in Engineering or Architecture. An advanced degree and/or professional certification (Professional Engineer-PE or Registered Architect-RA) is highly desirable.
Active Secret Clearance.
Experience Required
At least 8 years’ experience in Engineering or Architecture field is highly desirable.
At least 8 years’ experience, executing and delivering technical facility design and construction projects.
At least 4 years’ experience utilizing Naval Facilities Engineering System Command (NAVFAC) standards, codes and practices related to engineering and architecture is highly desirable.
At least 4 years’ experience with facilities acquisition, project funding authority levels and sources, contract requirements, contract documents, proposal and bidding procedures, types, and use of contracts such as those used in shore facilities design, construction, environmental compliance, planning and real estate to support procurement on design and construction contracts.
Possess excellent work ethics, verbal and written communication skills, and be detailed and accurate in performing all administrative and routine functions.
Be able to work in an environment that is fast paced while completing multiple tasks and meeting stringent timelines.
Be proficient with Microsoft 365 productivity applications (Teams, Word, Excel, PowerPoint, Outlook, SharePoint, and OneDrive) and Copilot features associated with those applications.
Periodic travel to various CONUS locations, to include Hawaii and Alaska, for periods up to two weeks by commercial conveyance may be required.
Provide a monthly summary report of actions taken under this contract.
Ability to communicate effectively through oral and written expressions and the ability to work effectively with other professionals. Field questions; mitigate issues and defend policies. Formal presentations and briefings to high level civilian and military leaders are not uncommon.
Skill in exercising initiative and leadership through ingenuity, persuasive ability, fairness, integrity, tact, and sound judgment to manage teams and provide support.
Job Objective Serve as an expert consultant‑advisor for planning, design, and construction of all NSW facilities. Providing recommendations to the government supervisor formulating project planning, programming, budgeting, and scheduling as well as performing technical advisory responsibilities required to meet design, budget, and construction timelines.
Responsibilities
Investigate, analyze, and determine requirements and design considerations.
Prepare design criteria, detailed designs, specifications, cost estimates, and operating instructions.
Analyze, coordinate, implement, and track execution of NSW design and construction projects.
Review command facility functions (structures, utilities, and land use) involving conceptual phase, initial design, construction, alteration, modification, Anti‑terrorism and Force Protection, secure annexes, and security while continually monitoring the same from start to finish.
Conduct and/or coordinate project site investigations to determine feasibility of proposed projects.
Review designs and other technical construction project data such as cost estimates and value engineering reports to support the timely execution of projects.
Review and evaluate architectural and engineering designs/plans/drawings/specifications prepared by others to ensure incorporation of requirements. Analyze cost estimates and develop deficiency correction plans. Review, evaluate, and manage architectural and engineering contracts for maintenance, repair, renovation, and new construction contracts.
Participate in and review documents from planning studies to include MILCON Advanced Planning efforts.
As an expert consultant, frequently act as a command representative in conferences/engineering meetings with outside agencies to ensure scope of work is met.
In conjunction with execution agents, formulate project/program development, implement, and perform technical advisory responsibilities required to meet planning, budget and construction timelines.
Track project status, incorporating expertise to determine recommendations for authorization of project design/construction award, design/construction level and funding requirements to be transferred to the execution agent for architectural and engineer contract awards. Under the guidance of the government supervisor, consult with construction agents for bid extensions; and formulate plans to gain additional funding for under funded projects and to gain approvals.
Resolve construction issues, develop feasible alternatives, make recommendations, and coordinate technical issues with execution agents, major command engineers, construction agents, and project managers.
