TNDC
General Manager II
Under the direction of the Property Supervisor, the General Manager II is responsible for the overall operation of a multi-family property for extremely and very low-income tenants, including formerly homeless families and disabled adults. The General Manager will oversee day-to-day operations, maintain a supportive environment for residents, ensure sound fiscal management, keep the building and grounds well-maintained, manage onsite staff, and interact with and supervise vendors.
Essential Duties
Manage operations of the building, supervise the Assistant Manager, Maintenance III, vendors, and temporary personnel.
Ensure all property staff adhere to TNDC policies and respond to resident requests or complaints in a timely, efficient, and courteous manner.
Supervise and schedule routine and preventive maintenance and custodial work; complete follow-up inspections.
Develop and maintain an emergency plan, report incidents to the Property Supervisor within 24 hours.
Participate in professional activities, community meetings, regulatory meetings, and inspections as needed.
Perform any other tasks assigned by the Property Supervisor to ensure the viable operation of the property.
Maintain high occupancy, ensuring units are leased according to TNDC standards.
Actively market units in accordance with an approved marketing plan that follows all federal, state, local, and regulatory requirements.
Maintain and adhere to Waiting List protocol in accordance with TNDC policy and applicable regulations.
Review completed rental applications and leases for accuracy, completeness, and conformity to TNDC resident selection policy.
Conduct unit tours and applicant interviews, including income verification.
Walk vacant units regularly to ensure readiness; conduct daily inspections of common areas, landscaping, laundry, etc.
Ensure timely completion of work orders and turnover of vacant units.
Finance
Adhere to all accounting and reporting procedures required by TNDC.
Monitor the financial condition of the building, including expenditures, and participate in budget planning.
Review delinquent accounts and resident receivables, determine appropriate actions to collect outstanding balances in consultation with the Property Supervisor.
Collect rents and other monies; process transactions accurately and input them into OneSite; complete daily deposits of all monies collected.
Tenant Relations
Exercise common sense, good judgment, consistency, and self-control in daily contact with residents and prospective applicants.
Perform annual or more frequent inspections of units and follow up with housekeeping letters, work orders, and maintenance charge-backs to residents.
Maintain amiable relationships with all residents and comply with Fair Housing, Equal Employment, and Equal Housing Opportunity requirements.
Compliance
Process, complete, and maintain accurate resident files at move-in and at each recertification within established regulatory guidelines.
Ensure compliance with regulatory requirements, including posting all licenses, permits, notices, and occupancy permits required by federal, state, and local jurisdictions, and submitting reports accurately and timely.
Responsible for HUD, Tax Credit, and MOH program compliance.
Ensure consistent application of property rules and regulations, lease and lease addenda; report all violations.
Manage resident evictions in compliance with court orders and directions from TNDC’s legal counsel, approved by the Property Supervisor.

Minimum Qualifications
Associate degree, certificate of completion from a trade school, or three or more years of related experience or an equivalent combination of education and experience.
Minimum of one year of progressive operations and management experience.
Minimum of one year of supervisory experience.
Proficiency in Microsoft Word and Excel.
Training and experience in multiple regulatory programs: HUD and Tax Credit programs.
Knowledge of residential property management, building systems, and housing quality standards.
Strong organizational skills.
Preferred Qualifications
Certified HUD or Tax Credit Specialist.
Familiarity with the Tenderloin Neighborhood.
Knowledge of homelessness and substance abuse issues.
Demonstrated knowledge and understanding of budget management and facilities issues.
Experience with OneSite property management software or comparable software.
Knowledge and experience with TRACS software.
Bilingual or second language ability.
