MBTA
The Deputy Chief of Quality, Compliance, and Oversight (QCO) is a senior executive who partners with the Chief of QCO in leading the Office of Quality, Compliance, and Oversight in achieving QCO’s mission of making the MBTA safer and more reliable through industry leading Quality Management Programs, Document Management Programs, Regulatory Compliance Programs and continuous improvement projects.
This role not only provides strategic oversight of the development, implementation, and close-out of Corrective Action Plans (CAPs) arising from the 2022 Safety Management Inspection and other FTA oversight activities (e.g., PMOCs and periodic audits such as the Triennial Review), as well as findings from other regulatory bodies including the Department of Public Utilities (DPU), but generally helps to manage the Authority’s relationship with its regulators in doing so, keeping it proactive and collaborative.
The role will also help to transition and future proof as QCO moves into new and broader mandates beyond the finalization of the FTA SMI. As such, the Deputy Chief of QCO will
lead, coordinate, and oversee
programs, projects, initiatives, and operational support necessary for the Office of Quality, Compliance, and Oversight to advance MBTA’s strategic priorities. This executive will be directly accountable for ensuring the successful execution and close-out of improvement or corrective projects or plans (CAPs) and as well as the administration of Quality Management and Document Management Programs enterprise wide. In addition, the Deputy Chief will serve as a strategic partner to the Chief of QCO on matters of policy, process, management, and program direction.
This position requires proven leadership, technical expertise, and strong analytical capability, complemented by exceptional interpersonal skills to communicate and collaborate effectively with a broad range of stakeholders. The MBTA seeks a highly qualified executive leader adept at navigating complex regulatory environments, solving technical challenges, and driving enterprise-level program success.
Serve as a trusted advisor and consultant to the Chief of Quality, Compliance and Oversight by providing insights and advice on the QCO department, its program, and its priorities.
Support all members of the QCO Office, through insights, advice, resources, and assistance, to ensure that QCO operations and projects deliver high quality, transformative value to the MBTA.
Successfully deliver on time and meeting all requirements, especially for external regulators like FTA or DPU, QCO’s portfolio of projects including but not limited to regulatory corrective action plans (CAPs).
Implement and close-out corrective action plans (CAPs) from the FTA’s 2022 Safety Management Inspection of the MBTA and any related projects, including compliance with all deadlines, requirements, and deliverables.
Develop and implement, in conjunction with the Chief of QCO, a change management strategy to bring about identified cultural and behavioral changes at the MBTA as a result of QCO projects.
Provide technical expertise, advice, and problem solving to support and advance program projects and initiatives.
Work closely with MBTA operating and support departments understand their needs, resources, and constraints and incorporate into QCO project solutions; Ensure project and program coordination with other MBTA Departments.
Lead and manage development of coordinated strategy for delivering programs and projects, scheduling resources, and obtaining operational support from all other MBTA departments.
Prepare for and make project presentations to MBTA leadership, elected officials, community groups, and regulatory agencies.
Design and implement consistent, repeatable processes to improve project delivery, information flow, and decision-making both within the QCO team and across the MBTA.
Collaborate with the leadership team to set annual program goals with specific, measurable performance indicators, develop a work plan for achieving those goals, and track progress throughout the year.
Lead in the development of project scopes, requests for proposals, statements of work, and procurement of consultants and contractors.
Oversee consultants and contractors supporting QCO projects; review and approve contract awards, change orders, and invoices for contractors supporting project work.
Provide leadership in creating a work environment that encourages process improvement, communication, participatory decision making and accountability.
Support and participate in initiatives to improve the organizational performance and effectiveness of QCO.
Manage/guide direct reports by providing oversight on progress with a special focus on risks and issues as well as strategic direction on projects and programs.
Perform all other duties and projects that may be assigned.
Supervision
Supervision of Senior Directors, Directors, Deputy Directors and Project Managers.
Bachelor's Degree from an accredited institution.
Twelve (12) years' experience in roles related to administration or project delivery including project and/or program management, policy development, planning and leading strategic initiatives, preferably in a large or complex organization.
Seven (7) years of management experience including people management, project/program, and/or public policy design and development management.
Experience handling confidential communications and relationships with senior leadership.
Demonstrated experience and results in collaborating with an executive team to drive organizational change.
Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
Highly organized with a demonstrated ability to manage time, resources, and people across multiple complex and concurrent projects.
Excellent communication, analytical, and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.
Experience in marketing campaigns, public outreach, or customer-oriented project delivery.
Strong analytical and problem-solving skills; ability to understand, interpret, and present data.
Have excellent customer service skills, and the ability to provide internal and external partners with courteous and professional experience.
Proficient in MS Word, Excel, and PowerPoint or related software.
Demonstrated ability to think strategically and work in a team environment.
Demonstrated ability to work effectively with a diverse workforce.
A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
An Associate's Degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
A Master’s Degree in a related subject substitute for two (2) years of general experience.
A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Required Skills
Bachelor's Degree from an accredited institution in Engineering, Construction Management, Public Administration, Business Administration, Finance, Planning, or related field.
Master's degree from an accredited institution in Business Administration, Public Administration, Engineering, Construction Management, or a related field.
