The Rehancement Group, Inc. (TRG) is seeking a Project Manager with strong experience in acquisition policy, program management, governance, and executive coordination to support the U.S. Coast Guard, Office of Acquisition Support and Systems Engineering Policy (CG‑SID‑9) at USCG Headquarters. The ideal candidate excels in written communication, policy analysis, and high‑level stakeholder coordination in a mission‑driven environment.

Hours: 08:00 – 16:00 Monday through Friday
Clearance: Ability to obtain and maintain a DHS/USCG Public Trust/Suitability

Client: U.S. Coast Guard, Office of Acquisition Support and Systems Engineering Policy (CG‑SID‑9)
Key Responsibilities
Interpret, apply, and provide expert advice on existing U.S. Coast Guard and DHS acquisition policies, processes, procedures, lessons learned, and best practices, ensuring compliance and effective delivery of the contract scope.
Review changes to DHS, DOD (as directed), and U.S. Coast Guard policies, processes, procedures and lessons learned; document findings and recommend improvements to acquisition program management and governance.
Support updates to CG‑SID‑9-sponsored acquisition policy documents and future policies following the U.S. Coast Guard Directives System Manual change process.
Assist in policy and process development for non‑major acquisition programs, including identifying programs within U.S. Coast Guard non‑major policy purview and engaging with acquisition programs throughout the Acquisition Lifecycle and SELC frameworks.
Review acquisition program documents and plans for content, consistency, accuracy, completeness, and relevance; document findings and recommendations.
Consolidate data from various sources and draft periodic status reports (approximately ten different reports) using government‑provided templates and formats; submit reports to the Office Chief for review and approval.
Coordinate, schedule, and facilitate acquisition governance meetings (e.g., NMAOC, EOC, EMT, AER, DCMS/DCO, CG ARB) and ad‑hoc executive meetings; prepare and distribute meeting agendas.
Develop formal minutes for all meetings, capture decisions and action items, coordinate approval processes, file minutes, and provide status reports on minute review and approval progress.
Required Qualifications
U.S. Citizenship is required.
Bachelor's Degree and 7 years of relevant experience.
Experience supporting federal acquisition programs (DHS, U.S. Coast Guard, or DoD preferred).
Familiarity with DHS Instruction 102‑01, USCG MSAM/NMAP, and DoD 5000‑series acquisition policy frameworks.
Demonstrated experience producing accurate meeting minutes, governance documentation, and formal reports.
Strong writing, analytical, communication, and organizational skills.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams).
Ability to obtain and maintain a DHS/USCG Public Trust/Suitability.
Ability to work onsite at U.S. Coast Guard Headquarters.
Preferred Qualifications
Experience supporting U.S. Coast Guard CG‑9, CG‑SID‑9, or U.S. Coast Guard headquarters components.
Experience drafting or updating acquisition directives, policies, SOPs, or governance documents.
Familiarity with systems engineering, lifecycle logistics, or program management processes.
Experience coordinating executive‑level meetings and capturing decision‑quality minutes.
PMI Project Management Professional (PMP) Certification.
