Immediate vacancy with the Department of Business, Economic Development & Tourism located in Downtown.
Salary: $8,579 to $13,730 (EM-03, Minimum to Maximum)
Position Overview The Departmental Program Officer manages or directs a program office in a department under the general direction of the department director and is responsible for the development of departmental policies and procedures pertaining to program planning, development, monitoring and evaluation activities. Provides leadership, increases program effectiveness, ensures compliance with State and Federal program laws, rules and regulations, monitors legislation and prepares testimony, trains and develops subordinate staff, and performs other duties as required.
Responsibilities
Oversee and manage projects and programs aligning with the department’s strategic economic development framework.
Advance initiatives across key sectors, including technology and innovation, creative industries, and product development to diversify and strengthen Hawaii’s economy.
Develop and implement departmental policies and procedures for program planning, development, monitoring and evaluation activities.
Provide leadership, training and development for subordinate staff.
Ensure compliance with State and Federal program laws, rules and regulations and monitor legislation.
Prepare testimony and provide technical advice and direction to staff and/or management.
Qualifications
Legal Authorization to Work
– U.S. citizen, national or permanent resident alien.
Basic Education Requirement
– Bachelor’s degree from an accredited four‑year college or university.
General Experience Requirement
– One (1) year of progressively responsible administrative, professional, analytical or other work experience requiring a high degree of analytical skill.
Specialized Experience Requirement
– Three and one‑half (3 ½) years of professional work experience overseeing and managing a specific program or programs.
Supervisory Experience Requirement
– One (1) year of formal supervisory work experience overseeing professional staff.
Managerial Aptitude Requirement
– Demonstrated managerial aptitude through substantive participation in organizing, scheduling and coordinating activities to attain program objectives within time, resource and budgetary limitations.
