Capital Project Management Director

The purpose of this position is to direct the County’s capital projects management team in both project concept planning and the construction process. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Responsibilities
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Authorizes and monitors the work of architectural and engineering consultants and construction contractors engaged in the design and construction of a variety of complex County structures and capital projects.
Reviews project progress and resolve design and construction related issues; design projects, sign and seal construction documents, permit applications and reports; manage the design and construction of capital improvement projects.
Reviews and approves all department capital project related invoices and applications for payment.
Performs pre-design assessments, programming, and conceptual planning for buildings and facilities; develop scope of work, initial project schedules and an overall estimated project cost.
Directs the preparation of Requests for Proposal; evaluates and scores proposals; provides a recommendation to County Council for contract award; negotiate fees and scope with consultants; manage consultant and contractor contracts for adherence and performance.
Prepares and monitors the department budget.
Provides leadership and establish goals, priorities, policies, and procedures for project execution, day to day operations, administration, and decision making for the Office of Capital Projects Management.
Provides professional/technical assistance and advise the County Administrator.
Reports on Impact Fee Program.
Performs related work as assigned.
Minimum Requirements
Bachelor’s degree in Construction Management, Engineering, Architecture, Public Administration, Business Administration, or a closely related field; OR an equivalent combination of education, training, and directly related project management experience.
At least four (4) years of progressively responsible experience in program and/or project management, preferably involving capital improvement projects, facilities planning, or large-scale infrastructure initiatives.
Experience in leading cross‑functional teams, managing project schedules and budgets, and coordinating with internal and external stakeholders.
Experience working with a city or county government within the State of South Carolina is preferred.
Must possess and maintain a valid state driver’s license with an acceptable driving history.
Project Management Professional (PMP), preferred.
All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
