General Information The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
OSSE’s Operations division provides and facilitates a wide array of services for both agency employees and external customers, including building and facility management, the resolution of parental disputes involving residency status and special education hearings, grants management and compliance oversight, coordination and oversight of the District’s annual enrollment audit, management of residency investigations, and formulation for and implementation of agency-wide budget and finance activities. The
Risk & Emergency Management Coordinator (REMC) , inside the Building Operations department, is responsible for participating in the implementation and maintenance of an integrated program of risk and emergency controls for designated District of Columbia Government agencies, primarily through systematic loss and incident analysis, consultative risk exposure solution development, compliance monitoring and targeted loss prevention and training. The coordinator is responsible for overseeing all emergencies or incidents at the agency and its satellite campuses, which includes, but is not limited to, responding to and executing response plans, keeping leadership abreast of developments, coordinating with sister agencies, and completing after-action reporting/investigations.
Duties And Responsibilities Supports the development and execution of OSSE’s Risk Management Plan. Assists the Deputy Chief Operating Officer in establishing appropriate risk control program benchmarks for use in monitoring changes in risk profiles and tracking progress against goals. Conducts qualitative risk and emergency analysis and documents the occurrence and impact of risk and emergency events. Maintains a program of risk and emergency control site surveys and incident investigations to identify vulnerabilities. Monitors and coordinates risk and emergency control and related activities arising from agency Risk Assessment and Control Committee minutes. Provides coordination in monitoring and reviewing procedures and performance of contracted safety security services.
Works with DC Office of Risk Management (ORM), DC Homeland Security and Emergency Management (HSEMA), and other DC offices to ensure effective coordination of activities. Completes and maintains all agency risk and emergency documentation (e.g., Continuity of Operations Plan (COOP), evacuation plan, etc.), establishes and supports an effective network of safety committees within the agency. Works with senior management to assist with the implementation of safety programs for the agency. Incorporates Emergency Preparedness concepts into OSSE risk management and safety plans, policies, and procedures to include the Division of Student Transportation Services. Develops various evacuation and fire drill plans, and coordinates with OSSE staff and other stakeholders the conduct of periodic evacuation and fire drills, and other emergency protocols for OSSE employees in various facilities.
Qualifications And Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Incumbent must have knowledge of applicable Federal and District legislation, regulations, and procedures related to emergency and risk management, occupational hazards, and workplace safety.
License, Certification, And Other Requirements None.
Working Conditions/Environment Work is normally performed in an office environment. Some travel may be required to terminals and/or schools.

Duration of Appointment : This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

position under the provisions of District Personnel Manual Chapter 12. As such, individual(s) in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. An emergency employee who has been designated and activated will be called in to work, required to stay at work, or required to telework, if approved to do so, during the particular emergency situation.
Residency Preference : Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
