Salary range: $80,000 - $130,000 per year. Hiring range for new employees is generally $80,000 - $105,000, DOE. The offer will consider the final candidate’s experience and the current salary level of employees in a similar role.

Position Overview The District Manager supervises Buchanan (68‑unit), Eastern (201‑unit), and Western Park (183‑unit) properties—HUD and Tax Credit properties. The role requires a high level of organization, efficiency, knowledge of HUD and TCAC programs, and the ability to interface well with applicants and market units without subsidy. Candidates must have experience with TCAC and Tenant‑Based Section 8, a valid driver’s license, DMV clearance, a reliable vehicle, and own auto insurance. Relocation assistance is preferred.

Responsibilities Property Management

Collect rents, make bank deposits, prepare, and submit accurate rent rolls.

Enter all relevant transactions using site computer software and follow backup and transmission schedules.

Verify incomes and comply with HUD, Tax Credit, or other regulations regarding income certifications and other documentation. Complete annual and interim re‑certifications and conduct annual unit inspections.

Ensure security of all files and records.

Maintain a waiting list, market units, and screen applicants according to guidelines.

Prepare and process leases, security deposit agreements, inspections, and other forms for incoming residents. Conduct inspections for outgoing residents and prepare final closing statements.

Supervise on‑site staff with input from the Regional Property Supervisor on pay changes, counseling, and performance evaluations.

Maintain regular office hours and assume primary responsibility for tenant‑management relations.

Process evictions with assistance from the Supervisor.

Assist with the preparation of budgets, common area reconciliations, and calculation of tenant charges.

Regularly process all invoices and submit to Accounting for payment.

Ensure submission of vouchers by the 10th of the month for HUD properties.

Walk the grounds daily, ensuring cleanliness and compliance with property standards.

Assist the Regional Property Supervisor in developing specifications and obtaining bids from vendors/contractors.

Purchase supplies not to exceed amount on employee contract without prior approval.

Determine, track, and administer capital improvements, preventive maintenance, and replacement programs under the direction of the Regional Property Supervisor.

Portfolio Administration

Act as liaison between site staff and central office, leading monthly participatory portfolio meetings focused on staff training, safety, communication, and motivation.

Ensure all projects operate in compliance with local, state, and federal law.

Administer the Illness and Injury Prevention Program, ensuring staff safety training and review of accident investigation reports, inspection checklists, and hazard report logs.

Respond to resident, owner, and vendor issues that cannot be delegated.

Maintain file compliance at each property, working with on‑site staff as needed.

Approve all new move‑ins and recertifications, ensuring correct use of leases and house rules.

Secure correspondence, contracts, and other property‑related documents in the EAH File Room and shared computer files.

Assist in lease‑ups of new properties and ensure smooth transition into the EAH portfolio.

Fiscal Management

Achieve desired internal financial benchmarks for each asset within the portfolio—occupancy, income, and cash flow.

Collaborate with corporate and on‑site staff to develop and monitor capital needs budgets, operational planning, and financial planning for new properties.

Ensure full compliance with management agreements.

Monitor and analyze monthly financials and variances.

Review accounts payable for properties and strategize “work‑out” plans for aged payables.

Prepare the annual operating budget with assistance from on‑site staff.

Maintain properties operating within budget and address situations that may affect it.

Provide input to the Regional Property Supervisor and recommend capital expenditures less than $5,000 for each community.

Monitor reserve levels and process draws on replacement reserves.

Work with the Resident Manager and attorney on evictions and collections.

Ensure property management fees and payroll expenses are billed and collected efficiently.

Ensure resident satisfaction and retention.

Physical Management (in conjunction with Facilities Coordinator)

Maintain physical assets in accordance with company standards.

Negotiate and coordinate service contracts within established parameters.

Conduct site visits twice per month to enforce safety, security, cleanliness, and preventive maintenance standards.

Communication and Financial Reporting

Develop, analyze, and compile property management reports on a timely basis.

Prepare annual management certifications, contract renewals, and rent increases for HUD properties, submitting to the Regional Property Supervisor and HUD Project Manager.

Communicate with boards, owners, and partners; serve as primary point of contact with HUD, TCAC, RHCP, CHFA, and limited partners.

Other

Maintain confidentiality of resident, applicant, and employee information.

Attend mandatory trainings and board and community meetings as needed.

Actively participate in the EAH Injury and Illness Prevention Plan.

Maintain regular attendance and punctuality.

Perform other duties as assigned.

Supervisory Responsibilities

Supervise Resident Managers and other on‑site personnel.

Orient new employees to the position.

Train staff on emergency procedures and employee safety.

Approve timesheets and time‑off requests.

Recommend pay changes and complete status changes promptly.

Set and oversee employee work schedules.

Provide performance feedback, coaching, counseling, and discipline.

Conduct regular meetings for discussion, problem solving, encouragement, and training.

Qualifications High school diploma or equivalent. Three years of property management experience.

Other Requirements

Must have a valid driver’s license and DMV clearance.

Must have a reliable vehicle and maintain own auto insurance in accordance with EAH minimum requirements.

Desirable Additional Qualifications

Two years of affordable housing multi‑site experience.

Experience communicating with and reporting to regulatory agencies such as HUD, TCAC, RHCP, partners, ownership boards, and senior management.

REL is preferred.

Criminal Background Check Requirements EAH Housing conducts criminal background checks on all candidates who have received a conditional job offer. Candidates must submit and pass the background check after acceptance. EAH also verifies education and employment history. Any discrepancies may delay results or affect eligibility. Certain roles may require fingerprinting. Household members over 18 living onsite must also undergo background checks and tenant screening. Satisfactory completion is required for employment.

DRUG TESTING EAH Housing requires all candidates who have received a conditional job offer to submit to drug testing within 72 hours of acceptance. EAH does not test for marijuana/cannabis. Satisfactory completion is a requirement of employment.
