This full-time, first shift position (Monday – Friday, 40 hours per week) is located in Wethersfield, CT. This position has an end date of 5/30/2027 with the possibility of extension.

The Board of Labor Relations is a quasi-judicial tribunal that investigates, hears, and decides prohibited practice complaints and petitions to appoint union representatives for collective bargaining under four state collective bargaining laws. The position acts as the legal officer for the Board and is responsible for providing legal advice and assistance to the Board in matters pertaining to statutory collective bargaining rights and representing the Board in court.

Job Class Purpose (Nature of Work) Responsible for the preparation and presentation of legal advice and assistance for the State Board of Labor Relations in matters pertaining to state employee collective bargaining rights.

Examples of Duties

Act as the Legal Officer for the Board; research and prepare opinions, briefs and legal documents.

Prepare pleadings and other court papers for suits, trials, appeals.

Try cases before all courts.

Draft administrative orders, regulations, rulings, directives, guidelines and agreements.

Advise on Board policies and guidelines conformity to statutory purpose.

Advise upon evidential value of data in administrative hearings.

Research and prepare material for trial of lawsuits.

Prepare and edit Board forms, educational materials, and indices.

Assist in drafting proposed legislation.

Assist in implementation of newly passed legislation.

Participate in recruitment and hiring of staff.

Assist in agenda preparation and conduct of executive sessions and deliberations.

Testify before legislative committees.

Perform related duties for the Board of Mediation and Arbitration when collective bargaining rights of state employees are involved.

Perform any related duties as required.

Knowledge, Skill and Ability

Considerable knowledge of Connecticut Labor Relations Act, Municipal Employees Relations Act, State Employees Relations Act, School Board‑Teacher Negotiation Act, Uniform Administrative Procedures Act.

Knowledge of federal and state labor law decisions and legal research methods.

Legal practices and procedures in Connecticut.

Rules of statutory construction.

Litigation and legal counseling skills.

Interpersonal skills.

Ability to prepare legal documents and apply judicial decisions to statutory interpretation.

Ability to prepare legal briefs and present oral argument.

Ability to conduct legal research and draft/review legislation.

Some supervisory ability.

Minimum Qualifications - General Experience Two (2) years of experience as a practicing attorney dealing with labor relations and administrative law and procedure.

Preferred Qualifications

Writing legal opinions, briefs, memoranda of law and related documents.

Interpreting state and federal collective bargaining statutes and labor law decisions.

Practicing before the Connecticut Board of Labor Relations and/or the National Labor Relations Board.

Briefing and arguing appeals from state agency decisions under the Uniform Administrative Procedures Act.

Special Requirements Incumbent must be a member of the Connecticut Bar.
