The
Senior Government RFP Review Specialist
supports U.S. Coast Guard–led independent, cross-functional Red Team reviews of draft solicitation packages. This role provides senior-level functional expertise to evaluate solicitations for technical clarity, completeness, affordability, cost realism, and risk. Red Team members produce defensible, executive-ready findings and recommendations in accordance with the U.S. Coast Guard Red Team Standard Operating Procedures (SOP).
Essential Duties and Responsibilities The RFP Red Team Member will:
Participate in
Government-led Red Team reviews
of draft solicitation packages.
Review solicitation documents for
technical clarity, reasonableness, completeness, affordability, cost realism, and risk .
Identify deficiencies, inconsistencies, and gaps and recommend corrective actions or solutions.
Consolidate functional review findings into
executive-ready review products
for Government approval.
Support preparation of required Red Team deliverables, including:
Solicitation Package Review Report
Red Team Out-Brief
Lessons Learned documentation and survey results
Consolidated Functional Data Collection Spreadsheets (ranked by critical, substantive, and administrative comments)
Support
Black Hat Team reviews
from an industry-offeror perspective and document critical, substantive, and administrative comments by functional area.
Provide recommendations to improve Red Team processes and SOPs as requested.
Education and/or Experience Required:
Senior Executive Service (SES) level or equivalent
senior acquisition or technical credentials, demonstrated through prior executive-level roles or recognized professional standing.
Demonstrated experience supporting
acquisition solicitation reviews
and producing comprehensive, defensible review products.
Proven ability to identify
technical, cost, schedule, and risk issues
in draft solicitations.
Strong analytical, writing, and briefing skills suitable for oversight scrutiny.
Preferred Skills
Prior experience supporting
U.S. Coast Guard, DoD, DHS, or other federal acquisition Red Team reviews .
Experience conducting
Black Hat or industry-perspective reviews .
Familiarity with federal acquisition regulations and source selection processes.
Work Environment & Schedule
As-needed, surge-based support
aligned with Government Red Team review schedules.
Work may be performed
remotely or on-site , depending on review requirements.
Participation typically involves short-duration, high-intensity review periods.
Security, Eligibility, and Compliance Requirements
Ability to successfully complete required
background investigations
and meet U.S. Coast Guard access requirements.
Compliance with all Government confidentiality, ethics, and information security policies.
