General Description The Executive Director of Instructional Services is the chief administrator for all Kindergarten through High School instructional services programming, leads the Senior Leadership Team, supervises Directors of Instruction across twenty districts, and oversees programs such as Professional Learning, Early Literacy, Migrant, Title III, Regional Educator Networks, Oregon Response, and Attendance Services. The Director also leads Integrated Programs technical assistance for ODE grant applications, implementation, and reporting, and ensures program vision, standards, monitoring, accountability, alignment with the Strategic Plan, and agency-wide anti‑racist leadership.

Min Qualifications
Master’s Degree in Education Leadership or related field, required.
Valid Oregon Professional Administrative License required or ability to obtain a license by July 1 2026.
Minimum of 5 years of successful experience managing people, programs, and services in K‑12 education.
Knowledge, Skills, & Abilities
Extensive knowledge of best practices, policies, and trends in K‑12 education with focus on curriculum and instruction.

Professionalism and effective human relations.
Collaboration with immediate supervisor.
Proficiency in computer and internet‑based applications (email, Google Suite, MS Word).
Essential Functions Lead and oversee the Instructional Services Department; provide technical assistance to 20 districts; coordinate professional learning networks; manage Title III and Migrant programs; direct school safety; supervise 70 staff; manage budget and grants; lead instructional strategy; ensure fiscal integrity; solicit community support.
