Location and Compensation Washington, DC – Salary $87,000.00–$90,000.00 (posted 1 month ago).
Job Summary This position is located in the Office of Unified Communications (OUC), Office of Professional Standards and Development. The incumbent serves as the Chief of Professional Standards, providing staff-level direction and oversight of the Training and Quality Assurance Program. Additionally, the role supervises and coordinates all management and analytical studies, career path development activities, and supports the planning, development, administration, coordination, implementation, evaluation, and conduction of in‑service, supervisory, managerial, executive, and career development programs to promote professional and technical advancement for all OUC personnel.
Duties and Responsibilities In conjunction with the Director and Deputy Director, the incumbent plans, prioritizes, and executes responsibilities. Responsibilities include:
Overseeing the Training and Quality Assurance Program, supervising, planning, and managing Office activities.
Serving as the agency’s authority on all aspects of employee development and training.
Negotiating with external consultants for services, evaluating program requirements, costs, and contract specifications.
Representing the Department and collaborating with local, national, and federal officials to develop employee development procedures, guidelines, and contingency plans, establishing policy.
Designing, developing, implementing, and coordinating organizational development and training programs for OUC employees.
Applying quality assurance concepts, operating principles, and methodologies applicable to agency services or mission areas.
Conducting training needs assessment studies, reporting findings, and detailing plans to address them.
Initiating requests for proposals, selecting training providers, ensuring quality of delivered programs.
Developing long‑range plans to accomplish agency mission and objectives within budgetary constraints.
Implementing operational improvements or changes to increase staff effectiveness and ensure staff remains current on OUC programs.
Qualification and Education Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level. Preferred experience includes:
Analyzing and resolving complex or sensitive problems related to quality assurance.
Performing on‑site audits of Quality Control (QC) programs.
Supervising or administering a training program.
Developing or reviewing training/course materials, aids, devices, etc., and evaluating training results.
Graduation from an accredited four‑year college or university is preferred.
Six or more years of specialized experience is desirable, though equivalent combinations of education and experience will be considered.
Working Conditions / Environment The work requires normal safety precautions typical of offices and training rooms. The work area is adequately lighted, heated, and ventilated.

Tour of Duty: Monday – Friday, 9:00 am – 5:30 pm.
Duration of Appointment: Management Supervisory Service (at‑will).
Pay, Plan, Series & Grade: MSS-0301-15.
Promotion Potential: None.
Collective Bargaining Unit: Not in the collective bargaining unit.
Position Designation: Security Sensitive – subject to enhanced suitability screening per Chapter 4 of DC Personnel Regulations; includes criminal background checks, background investigations, and mandatory drug and alcohol testing.
Residency Preference: Applicants claiming “Residency Preference” must maintain residency in the District of Columbia for a minimum of seven (7) years; failure may result in forfeiture of employment.
Residency Requirement: For positions in the Career, Management Supervisory, or Educational Service at a salary of $150,000 or more, applicants must establish residency in the District of Columbia within 180 days of effective appointment and maintain residency for the duration.
Emergency Designation: The incumbent is designated as an Essential employee and may be required to work or stay at work during declared emergencies or other times designated by the Mayor or designee.
