Job Summary This position is located within the Department of Health Care Finance (DHCF), Office of the Medical Director (OMD). The mission of DHCF is to improve health outcomes by providing access to comprehensive, cost-effective, and quality healthcare services for residents of the District of Columbia. The incumbent serves as a Project Manager responsible for leading and coordinating cell and gene therapy activities across DHCF, including ensuring execution of strategies that enhance patient access to cell and gene therapy treatments, implementation and oversight of cell and gene therapy initiatives, engaging participating providers and sites, leading sickle cell disease health advisory groups, and providing feedback to federal agencies.

Duties And Responsibilities Manages projects, grants, and contracts related to cell and gene therapy delivery models and payment approaches to serve Medicaid beneficiaries with the goal of enhancing the quality of health and health care and controlling costs through delivery system improvement. Oversees the implementation and project management for cell and gene therapy initiatives, including the Cell and Gene Therapy Access Model. Tracks milestones, deliverables, and key performance indicators to ensure efficiency and effectiveness. Identifies and mitigates potential risks to ensure effective implementation of cell and gene therapy initiatives.

Develops and coordinates policy collaborations with other District agencies and key stakeholders to advance cell and gene therapy initiatives. Assists in the development of State Plan Amendments, waivers, health care financing, regulations, presentations, data-driven insights, and operational policies. Performs research and analysis of the medical, demographic, legal, ethical, political, and financial components of issues and makes recommendations based on research findings. Provides policy and program development; project management; and organizes, plans and implements, develops, and evaluates the activities of the Office of the Medical Director.

Qualifications And Education Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Tour of Duty: Monday – Friday; 8:15 am - 4:45 pm

Duration of Appointment: Career Service - Term Not-to-Exceed (NTE) 13 months. This is a grant-funded position; continued employment will be contingent upon available funding.

Pay Plan, Series, and Grade: CS-0301-14

Collective Bargaining Unit: This position is not covered under a collecting bargaining agreement.

Position Designation: This position has been designated as security sensitive; therefore, the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
