The State of Connecticut, Department of Public Health (DPH) is currently seeking a qualified individual for the position of Public Health Section Chief within the Environmental Health and Drinking Water Branch. Please note you must be a current State of CT employee of the agency listed above to be considered for this position (see Selection Plan for additional details).

Position Highlights

Location: 410 Capitol Avenue, Hartford, CT

Work Schedule: Monday – Friday

Work Shift: Full‑time, First Shift

Work Hours: 40 hours per week

Telework may be permitted following the successful completion of a working test period.

Duties

Coordinate, plan, and manage programs and activities within the Planning and Drinking Water State Revolving Fund (DWSRF) Section.

Develop, implement, communicate, and evaluate section policies, procedures, goals, and activities.

Provide managerial oversight and implement strategic planning within the DPH DWSRF Program.

Direct comprehensive integration of GIS technology to support drinking water supply planning, health equity, and state, local, and regional planning efforts.

Oversee and implement water supply planning and annual DWSRF IUP development.

Administer state and federal laws pertinent to drinking water short and long‑term water supply needs.

Oversee financial capacity analysis and investment of state and federal grant and bond funding for drinking water projects seeking DWSRF loans.

Direct proactive water supply planning efforts working with regional and local partners.

Develop and recommend changes to statutes and regulations pertinent to water supply planning and the DWSRF.

Build and maintain partnerships with relevant stakeholders, including state and federal agencies and local health departments.

Selection Plan / Minimum Qualifications Three (3) years of experience in a supervisory capacity in an organization with programmatic and/or regulatory responsibilities for promoting or protecting public health. For state employees, this experience is interpreted at the level of a Health Program Supervisor, Supervising Nurse Consultant, Child Care Licensing Supervisor, Epidemiologist 4, Environmental Protection Supervising Environmental Analyst, Supervising Environmental Engineer, or Supervising Environmental Sanitarian.

One (1) year of experience as a Public Health Services Manager may be substituted for the general experience requirement.

Preferred Qualifications

Experience overseeing multidisciplinary teams within environmental health, drinking water, engineering, or related regulatory or infrastructure programs.

Experience administering State Revolving Fund (SRF) or similar federal/state infrastructure financing programs, including project prioritization, Intended Use Plan (IUP) development, capacity assessments, and stakeholder engagement.

Managerial or supervisory experience with responsibility for staff development, workload management, and program accountability.

Experience developing and implementing policies, regulations, or statutory proposals affecting statewide or regional environmental health or drinking water systems.

Experience managing complex budgets, including allocation of federal grants, state bond funds, or capital investments, with an emphasis on fiscal accountability and program performance.

Experience communicating with executive leadership, policymakers, community partners, and technical audiences.

Experience with strategic planning and translating technical, financial, or regulatory content for leadership and stakeholders.

Special Requirements

Incumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious diseases.

Incumbents in this class may be required to undergo and successfully complete security background checks.

Incumbents in this class may be required to travel.
