The Water Supply and Treatment Division (WSTD) is one of the largest operating divisions, managing a complex system from the Tesla Treatment Facility to San Francisco. The Division has 240 staff and is headed by a division manager and five section managers.
About the Position Under the direction of the WSTD Manager, the WSTD Maintenance Manager directs the Division’s maintenance activities. The role provides day‑to‑day oversight of WSTD buildings, grounds, automotive shops, carpenter shops, paint shops, maintenance planning, and electrical, electronic, and plumbing work for the Regional Water System’s treatment and transmission facilities. The Manager collaborates with other Water Enterprise divisions and SFPUC departments to maintain a high level of service and responsiveness.
Responsibilities
Oversee and coordinate maintenance activities for RWS treatment and transmission facilities to ensure compliance with regulatory requirements and asset management objectives.
Manage response to unplanned outages including fires, earthquakes, floods, and other disasters.
Provide review and support for capital improvement and maintenance projects, including design review for operational and maintenance impacts.
Support condition assessment of buildings, grounds, and communications, electrical, electronic, mechanical, and plumbing assets/systems.
Oversee preventive and corrective maintenance activities to meet preventive maintenance goals and schedules, meeting regulatory requirements and documenting priority corrective maintenance in Maximo.
Perform short‑term and long‑term planning and create reports to ensure adequate resource levels (ing, equipment, and training).
Manage materials, equipment, vehicles, and other resources assigned to subordinate staff effectively, maintaining a high level of accountability.
Prepare and analyze system performance reports, recommend changes and improvements, and continuously implement and enforce policies and procedures.
Enforce existing policies and procedures for subordinate work groups and develop and update policies and procedures with management oversight appropriately.
Develop and implement work procedures and standards for RWS treatment and transmission facilities maintenance.
Implement and oversee training and development of subordinate staff; mentor staff to provide advancement opportunities and succession planning.
Plan and manage consultant contracts as needed.
Prepare and direct the preparation of a variety of reports, correspondence, and records including budgets, policies, and procedures.
Perform other duties as assigned.
Minimum Qualifications
Education: Baccalaureate degree from an accredited college or university.
Experience: Seven (7) years of professional experience in operations, maintenance, and/or planning of water or wastewater facilities, systems, or programs, including three (3) years supervising utility staff.
License: Valid California Driver’s License.
Substitution: One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester units / 45 quarter units.
Desirable Qualifications
Excellent oral and written communication skills.
Construction management and scheduling experience, particularly working on water facility construction and complex maintenance projects.
