Role Description Under the direction of the Water Supply and Treatment Division Manager, the WSTD Maintenance Manager directs the Division’s maintenance activities. The position oversees the maintenance of buildings, shops, and the treatment and transmission facilities; coordinates with other divisions; and supports the Division’s operational and engineering initiatives.

Responsibilities

Oversee and coordinate maintenance activities for RWS treatment and transmission facilities to ensure compliance with regulatory requirements and asset management objectives.

Manage responses to unplanned outages, including fires, earthquakes, floods and failures of other utilities.

Provide review and support for capital improvement and maintenance projects, including design review of operational and maintenance impacts.

Support condition assessment of buildings, grounds, and communications, electrical, electronic, mechanical and plumbing assets/systems.

Oversee preventive and corrective maintenance activities to assure preventive maintenance goals and schedules are met.

Perform short‑term and long‑term planning and create reports to ensure adequate resource levels.

Manage materials, equipment, vehicles and other resources assigned to subordinate staff effectively.

Prepare and analyze system performance reports, recommend changes and improvements, and continually implement policies and procedures.

Develop and implement work procedures and standards for RWS treatment and transmission facilities maintenance.

Oversee training and development of subordinate staff; mentor staff to provide advancement opportunities.

Plan and manage consultant contracts as needed and prepare related budgets and policies.

Perform other duties as assigned.

Nature of Work The Maintenance Manager provides maintenance support to treatment and transmission facilities that operate 24 hours a day, seven days a week. Facility or system anomalies that occur after‑hours may require response.

How to Qualify Minimum Qualifications

Education:

Possession of a baccalaureate degree from an accredited college or university.

Experience:

Seven (7) years of professional experience in operations, maintenance, or planning of water or wastewater facilities, systems, or programs, including at least three (3) years supervising water and wastewater utility staff.

License:

Valid California Driver’s License.

Substitution:

One year (2,000 hours) of qualifying experience may be substituted for the degree requirement; 1,000 hours equates to 15 semester units.

Desirable Qualifications

Excellent oral and written communication skills.

Construction management and scheduling experience, particularly on water facility construction and complex maintenance projects.

Selection Procedures

All qualified candidates will complete a Supplemental Questionnaire Examination (Weight 100%). The exam assesses knowledge of CMMS, asset management, preventative maintenance, emergency response, budget management, and communication skills.

Candidates who pass the exam will be placed on the eligible list in rank order according to final score.
