Health Economics & Outcomes Research (HEOR) Senior Manager, Oncology
Reporting to the HEOR Director, the HEOR Senior Manager is accountable for executing the HEOR Book of Work, strategically aligned with the Access Strategy Lead (ASL), for one or several assets across the life cycle management. The Book of Work includes creating global-impact payer‑relevant evidence, patient‑reported outcomes (PRO) and clinical outcomes assessment (COA) strategy, and evidence synthesis. The Senior Manager also ensures delivery of global core materials to support Health Technology Assessment (HTA) submissions, including the Global Value Dossier (GVD) and economic models.
The role involves execution of deliverables and engaging with internal and external stakeholders.
What You Will Do Execute deliverables outlined in the HEOR Book of Work, ensuring alignment with the Access Strategy Lead and other cross‑functional teams across the top‑10 countries, especially the United States.
Responsibilities
Develop payer‑relevant evidence generation plans and conduct global‑impact and U.S. local‑impact studies.
Create and oversee PRO/COA strategy.
Perform evidence synthesis.
Prepare global core materials for HTA submissions, including the GVD and economic models.
Build and maintain strong relationships with top‑10 country stakeholders and cross‑functional teams (EGT, GMAT, Center for Observational Research, AUEG, Global Biostatistical Sciences, US Value Marketing, Medical Value & Access).
Collaborate with vendors and external experts to validate strategy and technical approach.
The HEOR Senior Manager's Main Responsibilities Include
Translate strategic objectives into concrete execution via the HEOR project plan.
Maintain relationships with top‑10 country stakeholders, especially the United States.
Ensure compliance with HTA dossier governance.
Basic Qualifications
Doctorate degree and 2 years of HEOR experience.
Master's degree and 4 years of HEOR experience.
Bachelor's degree and 6 years of HEOR experience.
Associate's degree and 10 years of HEOR experience.
High school diploma / GED and 12 years of HEOR experience.
Preferred Qualifications
HEOR training (academic or on‑the‑job).
Experience writing research protocols and publications.
Experience developing payer‑relevant evidence, including real‑world evidence.
Experience designing PRO/COA strategy.
Experience in evidence synthesis (systematic literature reviews, indirect treatment comparisons, meta‑analyses).
Strategic and technical understanding of HTA requirements.
Experience developing GVDs and AMCP dossiers.
Experience developing economic models and predictive analytics.
Experience in the United States market.
Experience influencing Access strategy with a HEOR lens.
Interest or experience in oncology therapeutic area.
Experience with Amgen products’ specific therapeutic areas.
Experience with direct country HTA interactions.
Experience in early HTA engagement.
Ability to work across time zones.
Strong presentation and communication skills.
Good interpersonal and soft skills.
Ability to influence without authority.
Understanding of clinical development processes and regulatory evidence needs.
Ability to translate complex technical terms for non‑technical audiences.
Strategic thinking with a tactical focus.
