Position Overview Multiple projects which need extra help in .NET development area. 2 positions – .NET development/oracle background – very similar to past positions.

Budget and rewrite applications we are working on need additional support.

One will have a new permitting position. One will be for systems for wastewater application for monitoring and permits – rewrite from PowerBuilder – already have some PowerBuilder knowledge on staff – handful of developers.

Rewrite is also in for remediation and development and tracking system. Forestry application developer in .NET – individual forest re‑reporting system and other maintenance – will be some on‑call work – will be posted in January. Will be more in forestry fire team – only developer on the team.

All will need ORACLE skillsets and SQL Server – preference is ORACLE. Role requires strong database skills, performance tuning, stored procedures, video requirements. Small teams.

First round INPERSON interviews – week of Jan 12. Technical testing included. 1 hr panel interview with 30 min tech exam. 12/19 – close on 12/30 resumes pushed on Jan 2. 60/40 Hybrid – 2 days week/remote from WI other 3 days.

Not able to accommodate any time off during first 6‑12 months.

Accessibility and security skillsets requirements, use Azure DevOps for maintaining applications.

Government experience.

.NET 4.8 standard, MVC, C#, Javascript, Bootstrap, GIS is a plus – very large presence, many apps have mapping components, awareness of integration is important. Accessibility experience is a plus. DNR – just getting into Tableau, very basic.

Job Duties This position will work at the direction of the DNR IT Custom Applications and Development Section Supervisors, DNR Application Architect Lead, Business Relationship Manager, Project Manager, and program Leads, utilizing DNR IT standards, software, and tools. Tasks of this position include, but are not limited to:

Orienting oneself to current applications including .Net and/or PowerBuilder, technical debt, and current backlog. This includes reviewing code, documentation, setting up locally and talking with others to understand functionality and business needs.

Design and develop application leveraging DNR standards, best practices and modernized design for performance, maintainability, scalability, usability, accessibility and secure coding practices while ensuring business needs are met. This includes developing web applications, batch processes and reports as needed.

Assist with database architecture, design, and maintenance to ensure data accuracy, performance, and scalability.

Provide application maintenance, support, troubleshooting and issue resolution.

Perform and document testing using DNR approved tools and processes for validating functional and non‑functional scenarios to ensure quality and accuracy in meeting business needs.

Manage code, branching, and deployments through Azure DevOps, following release processes.

Complete priority tasks and maintain task progress in Azure DevOps to support deliverables and timelines.

Participate and contribute input in all meetings related to Agile Methodologies following DNR IT PMO guidance.

Analyze tasks and provide input into estimates and timelines.

Participate in technical team meetings to coordinate development activities and resolve risks.

Provide support and issue resolution for user acceptance testing.

Create and maintain technical documentation for the solution to support ongoing operations.

Support enhancements, maintenance and documentation for additional program applications.

Qualifications & Experience

8+ years experience – advanced level application development skillsets including analysis, design and development within Microsoft .Net Framework.

8+ years experience coding in .Net framework with MVC including C#, JavaScript and Bootstrap.

6+ years experience applying accessibility and security standards to custom applications.

8+ years experience developing applications with Oracle databases including designing, writing stored procedures, performance tuning and SQL.

4+ years experience working in Azure DevOps including keeping work items updated in addition to code management.

Experience working at DNR or in another Government agency (nice to have).

Experience with Microsoft Suite, including SharePoint, Teams, Word, Excel, etc.

Experience with GIS, especially Esri JavaScript APIs.

Interview Process Interviews will be conducted the week of 1/12/26.

1st Round Interview will consist of a 60‑minute in‑person interview, immediately followed by a technical exam for up to 30 minutes (1.5 hrs).

2nd Round Interview – a 60‑minute in‑person interview.

Working Conditions

Onsite or Remote? Candidates MUST be WI residents or willing to relocate to WI within 30 calendar days of start date. Local candidates preferred. Headquarters is downtown Madison, WI.

Services to DNR must be physically completed within the State of Wisconsin including during remote work. Hybrid, on a weekly basis – DNR is currently 60% remote and 40% in the office. Hybrid requirement is weekly, not monthly.

New contractor must start onsite for a five‑day orientation/onboarding. Work cannot be conducted outside the United States.

Regular work hours are during business hours between 7:00 – 5:30 pm. Should be available for after‑hour deployments.

Must have reliable high‑speed internet provided at own expense if working remotely.

State holidays are not paid unless part of work agreement. No overtime and no weekend differential. Work on state holidays must be approved.

At the end of the contract, equipment must be returned. If it cannot be dropped off in person or if DNR equipment is damaged during the contract, replacement and shipping is done at supplier’s expense.

Additional Details The Department of Natural Resources, DNR IT Custom Application Development Section seeks to hire two Microsoft .NET Web Developer III’s to design, develop, test, implement and maintain solutions and features for applications in Microsoft .NET environment along with designing and implementing Oracle database in support of the application. The developer needs to provide reliable, responsive support for these projects and systems as developed along with existing system support as assigned. This work requires @40 hrs./week for a candidate with advanced developer skillsets and experience. The position will be working on new development, enhancements and/or providing support for existing applications as determined by agency priorities.

There are multiple initiatives to develop new applications and to redesign legacy applications to meet current business needs with supported technologies.

Skillsets

Advanced level application development skillsets including Analysis and Development within Microsoft .Net Framework.

Coding experience in .Net framework, MVC including C#, JavaScript and Bootstrap.

Experience applying Object Oriented Design.

Experience applying Standard Security methods to custom applications.

Experience in Power BI for developing reports.

Experience creating web API’s.

Experience developing applications with Oracle backend databases including designing, writing stored procedures, performance tuning and SQL.

Experience working Azure DevOps including repositories, version control, and deployments.

Experience working in Visual Studio.

Experience following coding standards and best practices.

Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best Practices.

Experience resolving technical issues through debugging, research, and investigation.

Experience following Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance.

Experience understanding defined requirements by identifying and implementing achievable solutions.

Excellent written and verbal communication skills including describing technical items to non‑technical staff.
