Deputy Director of Emergency Management in Georgetown: 911 Tracy Chambers Ln, TX

Reporting directly to the Director of Emergency Management, responsible for serving as the second-in-command of Williamson County’s Emergency Management program and is responsible for strategic leadership, operational oversight, and management of all preparedness, mitigation, response, recovery, and continuity programs. Provides direct supervision to emergency management staff, oversees complex program areas, and serves as the primary operational authority for the department when the Director is unavailable. Leads county-wide preparedness initiatives, drives Emergency Management Accreditation Program (EMAP) accreditation efforts, maintains compliance with Federal Emergency Management Agency (FEMA) and the Texas Division of Emergency Management (TDEM) standards, oversees Emergency Operations Center (EOC) operations, ensures integration with regional partners, and manages high-value projects including grants, capability development, long-term recovery, hazard mitigation planning, and whole-community engagement.

EXAMPLES OF WORK PERFORMED

Provides executive-level leadership in developing, implementing, evaluating, and modernizing Williamson County’s comprehensive emergency management program

Manages day-to-day operations and directs staff in all program areas, including planning, training, exercise, mitigation, public outreach, Community Organizations Active in Disaster and Long-Term Recovery Group (COAD/LTRG) coordination, recovery, and EOC support

Leads strategic planning efforts to align the County’s EM program with EMAP standards, FEMA doctrine, TDEM requirements, and national best practices

Assists the Director in long-range planning, organizational development, and capacity-building to support the needs of a fast-growing county

Supervises, trains, mentors, and evaluates emergency management personnel

Develops employee performance standards, provides coaching, and ensures staff growth is consistent with emergency management professional standards and county objectives

Assigns projects, sets priorities, reviews work quality, and ensures accountability

Serves as Deputy EOC Manager and acts as EOC Manager during activations when delegated by the Director

Oversees EOC readiness, training, resource typing, situational awareness systems, WebEOC boards, and operational Standard Operating Procedures (SOPs)

Coordinates with local, regional, and state partners to ensure National Incident Management System (NIMS) - compliant operations

Directs the development, maintenance, and implementation of required Emergency Management plans, including, but not limited to:

Emergency Operations Plan (EOP) and all Emergency Support Functions (ESF) Annexes

Hazard Mitigation Plan (HMP)

Recovery Framework

Continuity of Operations (COOP) / Continuity of Government (COG) Plans

Hazard-Specific Annexes (e.g., Flood, Dam Failure, Wildfire, HazMat)

Ensures all plans meet or exceed EMAP, TDEM, and FEMA CPG-101/201/302/502 guidance

Oversees the county’s compliance with annual TDEM and FEMA program requirements, including the NIMS Implementation Objectives

Leads the development and maintenance of the County’s Threat and Hazard Identification and Risk Assessment/Stakeholder Preparedness Review (THIRA/SPR)

Identifies gaps in core capabilities and develop strategies to enhance resilience, mitigation, preparedness, and operational capacity

Oversees the county’s HSEEP-compliant training and exercise program

Develops and maintains a multi-year training & exercise plan (MYTEP)

Designs and delivers training for county staff, elected officials, public safety partners, and whole-community stakeholders

Ensures After-Action Reports (AARs) and Improvement Plans (IPs) align with EMAP standards and drive continuous improvement

Supports and/or leads major mitigation initiatives including HMGP, FMA, wildfire mitigation, flood mitigation, and infrastructure resiliency

Coordinates interdepartmental mitigation projects and collaborates with municipalities, USACE, TxDOT, utilities, NGOs, and regional partners

Serves as Deputy Recovery Manager in major disasters

Supports COAD and LTRG development and coordinates multi-year recovery planning

Ensures integration with federal programs, including:

PA - Public Assistance (FEMA)

IA – Individual Assistance (FEMA)

SBA – Small Business Administration Disaster Loans

CDBG-DR – Community Development Block Grant: Disaster Recovery

NRCS – Natural Resources Conservation Service (Emergency Watershed Protection Program)

Manages or supervises management of complex state and federal grants, including:

HMGP - Hazard Mitigation Grant Program (FEMA)

PA - Public Assistance (FEMA)

SHSP - State Homeland Security Program (DHS/FEMA)

Assists in developing and managing the department’s annual operating budget

Ensures compliance with federal procurement and audit requirements

Represents the County at regional committees, councils of governments, working groups, and state-wide planning initiatives

Strengthens partnerships with municipal EM partners, school districts, hospitals, public safety agencies, Non-Governmental Organizations (NGOs), and the private sector

Provides briefings to senior county leadership, Commissioners Court, and external partners

Serves as senior duty officer on rotation and responds to emergencies, incidents, and planned events

Provides operational leadership in field response, EOC coordination, incident management assistance, and technical advisory roles

Leads high-priority initiatives including implementation of new technologies, community risk reduction programs, public information strategies, and interagency operational frameworks

Oversees EMAP accreditation process from initiation through accreditation and annual maintenance

Attends all meetings and trainings, as required

Performs special duties as assigned

Position involves prolonged sitting at a workstation, reaching, walking, twisting, bending, repetitive motions, and standing

Position may involve working for extended periods of time (12 or more hours)

ENVIRONMENTAL FACTORS

Work is primarily indoors in an air-conditioned environment

May be required to perform work outdoors in inclement weather (heat, cold, wet conditions)

Potential exposure to dust, smoke, loud noise, technical hazards, disturbing scenes, and hazardous substances

Regular travel between work sites as required

IRREGULAR HOURS

Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) is required

Essential personnel for emergency situations; discretion of department director

MINIMUM QUALIFICATIONS

Bachelor’s degree in a related field AND five (5) years of progressively responsible emergency management experience; OR an equivalent combination of education and experience

Three (3) years of experience in a supervisory, managerial, or program leadership role

Prior experience with large-scale response and recovery operations, including leading EOC operations, managing staff, and overseeing local-level emergency management programs

Expert-level knowledge of the four mission areas: Mitigation, Preparedness, Response, and Recovery

LICENSES AND CERTIFICATIONS

Required

Federal Emergency Management Agency (FEMA) Incident Command System (ICS) 100, 200, 300, 400, 700, and 800

Level 2, Practitioner Training, Exercise Design, Conduct, and Evaluation (IS-120.c, IS-130.a, IS-139.a, and IS-138.a)

FEMA Professional Development Series (PDS)

Valid Texas Driver’s License

Required within thirty (30) days of employment

Criminal Justice Information System (CJIS) less than full access training

Required within one (1) year of employment

Level 3, Advanced/Lead Exercise Developer, including K/L0146: Homeland Security Exercise & Evaluation Program (HSEEP) Course

EMAP Assessor Training (if available)

CPR/AED certification & Stop the Bleed training

Required within two (2) years of employment

IAEM Associate/Certified EM (AEM/CEM) or Texas Emergency Manager (TEM)

Texas Division of Emergency Management (TDEM) ics Instructor certification

PREFERRED QUALIFICATIONS

Master’s degree in emergency management or related field

Ten (10) years of emergency management/public safety experience

Completion of FEMA NIMS Command & General Staff training

IAEM Associate/Certified EM (AEM/CEM) or Texas Emergency Manager (TEM)

Experience with grant portfolios larger than $1M, and EMAP accreditation

Public Information Officer training (G-290/291 or higher)

Wildland Fire, HazMat, EMS, or other public safety certifications

Advanced GIS, WebEOC, or data analytics proficiency

Operational licenses of one or more: EMT or Paramedic, Firefighter, Hazardous Materials Technician, Basic Peace Officer, or other public safety licensure

FEMA Continuity of Operations (COOP) Level I or II

Federal Emergency Management Agency (FEMA) Advanced Professional Series certification
