This posting will be used to fill a Full Time, Permanent, Planner II in the Research and GIS Section in the Anne Arundel County Office of Planning and Zoning (OPZ), Planning Division.

The Research and GIS Section is responsible for providing demographic, geographic, and economic information by collecting, maintaining, and analyzing County data.

The Section provides Geographic Information System (GIS) services to the Office, other governmental agencies, and the public. The Section generates demographic and mapping data to support the Division’s major planning efforts such as Plan2040 (the County’s General Development Plan); Region Planning; comprehensive zoning updates; updates to the Water and Sewer Master Plan; population, household, and job forecasts; and other annual/special reports affecting land use and development in the County.

This position will primarily support long-range planning projects and is responsible for moderately complex professional planning and geographic information systems (GIS) work. The position will assist with planned land use and comprehensive zoning, land preservation, water and sewer infrastructure planning, and work related to critical areas and environmental resources.

An employee in this position will apply knowledge of scripting, database management, and analytical methods to develop custom GIS applications. Work will include updating datasets along with maintaining GIS databases; developing static and web-based map products; and developing, testing, prototyping, and archiving GIS applications.

This position is based at the Heritage Office Complex in Annapolis, Maryland (2664 Riva Road, Annapolis, MD 21401).

NATURE AND VARIETY OF WORK An employee in this class is fully proficient in performing a wide variety of planning functions. Employees must exercise considerable judgment in carrying out assignments that are broad and varied in scope and nature. The Planner II represents the journey level which progresses to moderately complex assignments being performed with greater independence, less supervision and direction, and requiring guidance from Lead or Senior Planners as necessary.

Assignments include studies, collection and/or development of data, development of maps, and analysis to be used for written, graphic, and oral presentations in both small and large forums of a diversity of individuals who may have divergent views. These studies inform current and future growth and development in the County including residential, mixed‑use, nonresidential, and capital improvement projects.

Gathers, analyzes and interprets data relating to local social, economic, population, housing, industrial development, zoning, and land uses; prepares written reports on various planning matters; reviews and analyzes legislative provisions; prepares revised drafts of laws or regulations.

Conducts or assists in conducting special studies; develops and coordinates development plans, e.g., open space, parks, recreation facilities, shopping centers, office/apartment complexes.

Assists in the preparation of graphic materials concerned with planning problems and elements of Plan 2040 (the comprehensive County plan) and Region Plans.

Assembles information and assists governmental agencies and individual citizens on matters relating to property use regulations and other functions of planning.

Considerable skill in preparing and presenting findings and recommendations effectively, both oral and written.

REQUIRED EXPERIENCE AND KNOWLEDGE

Experience with Esri ArcGIS software and applications (Experience Builder, Dashboards, Instant Apps, ArcGIS Hub, Survey123).

Experience developing custom maps with attention to cartographic design.

Experience developing and maintaining spatial data and associated metadata.

Experience working with internal and external customers in communicating directly regarding contract deliverables, technical information and services.

Experience performing analysis and research utilizing GIS and relevant technology.

Experience with developing and documenting workflows and standard operating procedures for repetitive tasks.

General knowledge of spreadsheets, word‑processing and database software in Windows and Google environments.

The ability to understand and follow oral and written instructions and sketches.

A bachelor's degree from an accredited four‑year college or university with coursework in planning, geography or a closely related field; two (2) or more years of experience in professional planning and zoning work or a related field; and a valid non‑commercial Class C motor vehicle operator’s license.

PREFERENCES

Two (2) or more years of experience in professional planning and zoning work or a related field.

Two (2) or more years professional experience working with Esri ArcGIS Pro GIS software and Esri applications (Experience Builder, Dashboards, Instant Apps, ArcGIS Hub, ArcGIS Urban), including developing mapping products and supporting spatial data.

Experience in the application of GIS in local government such as community planning, regional planning, or community development.

One (1) or more years professional experience using scripting languages such as SQL, R, or Python to analyze or retrieve data from database platforms.
