Description
We are Lockheed Martin. We are seeking an experienced Proposal Lead to the development of proposal estimates and roll‑ups for the Vehicle Systems and Flight Sciences teams across F‑16 and F‑22 programs. The successful candidate will lead cross‑functional teams to identify impacted proposals and scope of work relevant to the proposals, develop comprehensive proposal estimates, collaborate with stakeholders, and present roll‑ups to senior leaders for approval. This includes developing and maintaining detailed estimates, analyzing and validating estimate data, and ensuring compliance with company policies and procedures.
A level 5 employee typically has 14–20 years of professional experience.
Must be a U.S. citizen. This position is located at a facility that requires special access.

Basic Qualifications
Bachelor’s degree in an accredited engineering discipline
Experience with basis-of-estimate (BOE) authoring
Experience with earned value management (EVM) principles and tools such as earned value metrics, variance analysis, and forecasting
Desired Skills
Effective communication and interpersonal skills for working with stakeholders, program management, engineering, and functional leaders
Master of Business Administration degree
Experience with the APTS proposal tool for BOE authoring
Technical expertise in Vehicle Systems and Flight Sciences scope of work for F‑16 and F‑22 platforms
Experience with budgeting, cost estimation, and cost control including variance analysis and forecasting in the Lockheed Martin tool suite
Leadership and team management: Ability to lead and manage cross‑functional teams, staffing, resource allocation, and conflict resolution
Risk and opportunity management: Familiarity with risk and opportunity management principles, including identification, assessment, cost and schedule impact evaluation, and mitigation
Security Clearance Statement This position requires a government security clearance and you must be a U.S. citizen for consideration.
Clearance Level: Top Secret with Investigation or CV date within 5 years.

Schedules range from a standard 40‑hour five‑day work week while others may be condensed. These condensed schedules provide employees additional time away from the office and are in addition to our paid time‑off benefits.
Schedule for this Position 4‑×‑10 hour day, 3 days off per week.
