within the Business Services Payables unit in Hartford, CT.

Full time, 40 hours per week
Monday through Friday schedule
First shift hours, 8:00 am to 4:30 pm
Hybrid / telework opportunity available after training, based on business needs and the Telework Policy
In‑office reporting location: 450 Columbus Blvd, Hartford, CT
The Role As a Fiscal/Administrative Assistant, your responsibilities will include, but are not limited to:
Making payments daily
Coordinating change orders with purchasing
Communicating with vendors on invoicing issues
Cross‑training with team members
Communicating with internal and customer agencies

Purpose of Job Class (Nature of Work) In a state agency, facility or institution this class is accountable for performing basic paraprofessional and highly complex clerical work in fiscal and administrative functions.
Examples of Duties
Perform paraprofessional level work in fiscal and administrative activities
Maintain, balance, and reconcile an interrelated group of accounts
Accountable for an accounts receivable/payable process with varied and complex activities
Prepare simple and complex financial statements
Calculate rates with complex mathematical formulas
Gather and consolidate payroll and expenditure data for budget preparation
Ensure expenditures plus encumbrances stay within appropriation limits
Review routine expenditures for budget compliance
Utilize EDP systems for financial records and reports
Process purchase orders and requisitions, authorizing routine orders
Prepare renewal or new contracts based on awards
Ensure routine payments comply with contract provisions
Perform related duties as required
Knowledge, Skill and Ability
Knowledge of:
Bookkeeping, financial record keeping and basic governmental accounting principles
Budget preparation and control procedures
Payroll, purchasing and contract preparation procedures
Skills:
Interpersonal communication
Oral and written communication
Considerable ability in arithmetic computations
Ability to audit financial documents, understand statutes and regulations, and use EDP systems for financial management
Minimum Qualifications – General Experience Four (4) years of experience in complex clerical work in one or more fiscal/administrative functions such as accounting, account examination, budget management, grant administration, payroll, or purchasing.
Minimum Qualifications – Substitutions Allowed
College training may be substituted for the general experience: fifteen (15) semester hours equal one‑half (½) year of experience to a maximum of two (2) years.
One (1) year as a Pre‑Professional Trainee in fiscal/administrative work may be substituted for the general experience.
Preferred Qualifications
Experience with accounts payable and financial software such as PeopleSoft
Experience communicating with vendors, staff, management, and third parties via email, phone, and in person
Experience prioritizing and managing multiple deadlines
Experience following and executing general accounting procedures
Experience managing communications in multiple shared mailboxes
Special Requirements Persons supervising inmates or custodial individuals must possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
