**Job Description:**The Public Works Inspector II classification positions are distinguished by their role in planning, coordinating, and supervising contractors hired by the County.

Subject positions have oversight of commercial construction, road construction, drainage, sewerage, public water, tree trimming, guardrails, sidewalks, curbs, gutters, bridges, and dams on publicly-owned rights of way and parcels. Work requires technical inspections and compliance with engineering specifications.

The application of engineering procedures to inspect road and street construction work, residential lot grading, and utility repairs must ensure compliance with plans and specifications. Technical experience and oversight of projects are essential to perform job requirements. Special projects can entail troubleshooting roads, fields, construction work, site drainage, and other areas requiring technical knowledge. The Public Works Inspector II handles a heavy volume of customer complaints.Public Works Inspector II positions report to the Project Management Division Chief.**Essential Job Functions**Plans, coordinates, and supervises contractor work for road construction, storm drain, sanitary sewer, public water, guardrail, sidewalks, curb and gutter, tree trimming, bridges, dams, and other needs as identified by the Department of Public Works.Processes contractor payment applications in compliance with the contract provisions.Revises maintenance contracts as necessary to meet the needs of the Department of Public Works.Inspects and certifies subdivision street construction to ensure compliance with County road ordinances.Inspects work and performs related project management duties on County roads construction projects to ensure work is performed to State and County specifications.Inspects residential construction sites for compliance with an engineer’s approved site plan.Inspects annually the final stabilization of previously installed stormwater management devices for compliance with local ordinances.Writes noncompliance reports, civil citations, stop work orders for Grading, Erosion and Sediment Control Ordinance or Stormwater Management Ordinances.Conducts initial and periodic inspections for erosion and sediment control compliance.Performs special projects contract including but not limited to capital improvement projects, drainage, and road repairs.Inspects and approves the work, and processes invoices for payment for, tar and chip, and asphalt overlay annual contracts.Approves contractors' utility permit requests within County rights-of-way.Inspects commercial construction sites for compliance with an approved engineer’s site plan.Coordinates with homeowners and contractors to address repairs needed on existing stormwater management devices.Reviews and signs various permits.Acts on citizens’ complaints and follows-up with a field inspection to resolve site plan issues.Estimates the cost of projects and budgets.Provides training and lead work direction to less experienced inspectors.Coordinates work with other divisions such as Code Enforcement, Inspections and Permits, Water and Sewer, Highway Maintenance, and Engineering as needed.**Other Duties**Performs related work as required.**Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)**Knowledge of—* Contractor supervision as applied to road and street construction projects, erosion and sediment control requirements, and stormwater management.* Technical engineering principles and practices.* Closed circuit television operations of storm drain and sewer systems.Ability to—* Apply technical engineering procedures to inspection and management of commercial construction sites, road and street construction, erosion and sediment control, and stormwater management requirements.* Establish and maintain effective working relationships with others encountered in the work.* Communicate effectively orally and in writing.* Deal effectively with the public.**Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)****Training and/or Education:**High School diploma or GED equivalent. Training in erosion and sediment control and stormwater management.**Experience:**Six years of progressively responsible civil construction and/or engineering technician experience, two of which must be in code or ordinance enforcement.**Licenses or Certificates:**Valid driver’s license.A current Medical Examiner's Certificate is required.MDE erosion and sediment control certification.State Highway erosion and sediment control certification or must obtain within the first six months of employment.Certified storm water inspector with illicit discharge detection certificate within the first six months of employment.National Pipeline assessment certification within the first year of employment.Certified cured in place inspector within the first year of employment.**Special Requirements:**Operation of County owned vehicle.**Physical Demands:**Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.**Unusual Demands:**Site work exposes workers to dirt and soil.**FLSA Status:**Nonexempt**Compensation Steps:**Position closing date: January 02, 2026Pay rate: $38.21 - $43.85 per hour; $79,477 - $91,208 annuallyGrade 724, Merit full-time position, 40 hours per weekDepartment of Public Works**Please Note: This position will close at 11:59 p.m. on January 02, 2026.
