Base pay range: $92,361.00/yr - $120,075.00/yr
Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. Eligible candidates must meet specific individual eligibility requirements in accordance with VHA policy and submit an EDRP application within four months of appointment. Program approval and award amount (up to $200,000) and eligibility period are determined by the VHA Education Loan Repayment Services program office after a complete review of the EDRP application.
Qualifications
United States Citizenship (non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy)
English Language Proficiency (spoken and written)
Master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
Graduate of a school of social work that is in candidacy status does not meet this requirement until the school is fully accredited
Doctoral degree in social work cannot substitute for the master's degree
Licensure or certification at the master’s degree level by a state to independently practice social work
Eligible for the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only for current VHA employees who meet the criteria)
One year of experience equivalent to the GS‑11 grade level demonstrating advanced practice skills and judgment
Certification or post‑master’s training from a nationally recognized professional organization or university that includes a defined curriculum and internship (or equivalent supervised experience)
Advanced practice level licensure or certification for program coordination and the ability to provide supervision
Demonstrated knowledge, skills and abilities:
Program coordination and administration including consultation, negotiation and monitoring
Policy and procedure development for programs
Supervision of multidisciplinary staff
Organizational skills, setting priorities, meeting multiple deadlines and evaluating assigned program areas
Training, orientation and guidance within clinical practice
Preferred: Licensed Clinical Social Worker (LCSW) with at least two years working with homeless populations/HUD
Duties
Oversee all aspects of the HUD/VASH program, including reviewing agreements between Section 8 landlords, Public Housing Authorities and the VA and establishing appropriate referral sites for placements
Perform site visits of HUD/VASH apartments to ensure Veterans reside in safe environments and compliance with local housing codes
Provide housing search assistance to HUD/VASH participants with rental vouchers and conduct regular home visits
Verify Veteran status, eligibility for VA medical care, and eligibility for program participation
Create a process for referrals and admissions to the HUD/VASH program, ensuring homeless Veterans are considered primary participants
Collect and submit HUD/VASH participant data in HOMES
Provide oversight of HUD/VASH case management and coordinate care, advocating for Veterans and linking them to VA Medical Centers, regional offices and community agencies
Comply with criminal conflict of interest laws and Executive Branch Standards of conduct to avoid conflicts of interest while serving as the HUD/VASH case manager
Participate in program conference calls and attend HUD/VASH training sessions
Develop and administer local policy and SOP for the HUD/VASH program, maintaining documentation required for CARF and Joint Commission accreditation
Participate in program planning and development, advising the supervisor of shifting caseload trends and recommending procedure or policy changes based on experience
Provide supervision, orientation and teaching to graduate social work/nursing students and other medical center personnel on the biopsychosocial aspects of homelessness
Collaborate with VA Medical Center multidisciplinary teams and community agencies to develop more effective delivery of healthcare services to HUD/VASH program Veterans
Conduct psychosocial assessments, treatment planning, discharge planning and provide consultation/education on community resources, advance directives and VA benefits
Provide case management throughout the continuum of care, addressing advance directives and organ donation in accordance with standards, and coordinating treatment to facilitate continuity of care
Maintain data and statistical compilations to comply with JC, CARF, VA and medical center policy and procedures, and maintain responsibility for all performance measures relating to the HUD‑VASH program
Benefits & Compensation
Paid Time Off: 37‑50 days of annual paid time off per year (13‑26 days of annual leave, 13 days sick leave, 11 paid federal holidays). Applicants may qualify for credit toward annual leave accrual based on prior work experience or military service.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave for birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full‑time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs (maximum $416.66 per month).
Retirement: Traditional federal pension (5‑year vesting) and federal 401(k) with up to 5% employer contribution.
Insurance: Federal health, vision, dental, term life, long‑term care (available through VA).
Telework: Not available.
