Equipment Operator II CDL

Purpose of Classification The purpose of this classification is to drive and operate vehicles and other equipment with specialized functions utilized in the installation, maintenance and repair of water, wastewater and/or stormwater utility infrastructure and related systems on an assigned crew in an assigned unit. Equipment utilized includes vehicles with complex mechanisms that require the highest degree of skill, dexterity, and finesse to perform work to exacting tolerances.

Essential Functions

Operate and utilize various equipment, power tools, hand tools, and supplies to complete work assignments. Examples include backhoes, large excavators, front‑end loaders, combination vacuum/jet trucks, boring machines, forklifts, motor graders, ditch witches, trencher, skid steers, taping machines, tractors, dump trucks, and rubber‑tire backhoes.

Maintain all equipment and tools used; ensure adequate supply of parts and supplies to support work activities.

Drive vehicles over public roads, transport equipment to work sites, rights‑of‑way, and CCWA property, maneuvering in and around traffic, parked cars, utilities, and other obstacles, while obeying all traffic laws and safety guidelines.

Perform excavation activities where exacting tolerances are required: control placement of equipment, determine optimal digging approach, install water, wastewater, and stormwater mains and fire hydrants, place pipes and fittings into excavated ditches, backfill and level ditches, and survey work areas before excavation.

Load and move materials using dump trucks, controlling scoop height, angle, and position to deliver payloads of sand, stone, gravel, and other materials. Avoid exceeding equipment capacity.

Perform related duties: determine equipment needed for projects, ensure all work complies with county and state rights‑of‑way requirements, install piping correctly, apply gaskets and grease where required, and assist in training lower‑level workers.

Inspect and prepare equipment for safe operation prior to each day’s work: conduct light maintenance (oil change, refueling, lubricants), clean vehicles, beds, and mounted equipment, and secure the vehicle after use.

Follow established safety procedures: use protective gear, monitor work environment, direct traffic, place markers, signs, and cones to protect crew and the public, and report any incidents or unusual situations.

Communicate with supervisors, CCWA employees, the public, and other stakeholders to coordinate work activities, review status, exchange information, or resolve problems.

Additional Functions

The position may require on‑call assignments.

Perform other related duties as required.

Minimum Qualifications

High school diploma or GED required; supplemented by one year of experience operating equipment or an equivalent combination of education, training, and experience.

Specific License or Certification Required

Must obtain and maintain Georgia Commercial Driver’s License (CDL), Class A (Upon hire).

Must obtain Erosion and Sediment Control certification within 6 months of hire.

Specific Knowledge, Skills, or Abilities

Demonstrate proficiency in performing essential functions and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

Equipment Operator I Non‑CDL Purpose of Classification The purpose of this classification is to drive and operate vehicles and equipment with specialized functions used in installing, maintaining, and repairing water, wastewater, and stormwater utility infrastructure on an assigned crew in an assigned unit. Equipment includes vehicles with somewhat complex mechanisms requiring dexterity and finesse, or larger vehicles that must be driven through confined spaces.

Essential Functions

Operate and utilize various equipment, power tools, hand tools, and supplies to complete work assignments: crew trucks, backhoes, front‑end loaders, boring machines, forklifts, motor graders, ditch witches, trenchers, skid steers, mini excavators, taping machines, tractors, jet trucks, easement machines, and rubber‑tire backhoes.

Maintain equipment and tools; supply parts and materials as necessary; transport supplies to work site.

Drive light‑duty vehicles over public roads, work sites, rights‑of‑way, and CCWA property, maneuvering around traffic and obstacles while obeying traffic laws. Monitor the immediate environment for safety of operator, crew, equipment, and the public.

Perform excavation activities: install water, wastewater, and stormwater lines; clear outfalls; place trench boxes; install taps, service lines, manholes; raise fire hydrants; and ensure safety while maintaining the excavation.

Inspect water, wastewater, and stormwater lines for correct installation, proper pipe fitting use, greasing of gaskets, tightening of nuts and bolts, and adequate fall. Correct errors and maintain valve systems.

Perform meter installation duties; build and install residential and commercial meters, test backflows, test atmospheres in meter vaults, operate boring thumpers in compliance with CCWA SOPs.

Restore and repair ground after construction, rebuild fire hydrants; determine necessary equipment and materials; ensure work does not damage private property.

Clean and inspect manholes and sewer mains; assist in operating jet trucks to clean manholes, sewer mains, laterals, perform washdowns, plant trees, and maintain job sites; troubleshoot equipment operation issues.

Inspect work area for subterranean utility lines; verify all utilities have been located.

Inspect and prepare equipment for safe operation: light maintenance (oil, fuel, lubricants), vehicle cleaning, bed and mounted equipment cleaning, and secure vehicle.

Follow safety procedures: wear protective gear, monitor work environment, direct traffic, place markers, signs, and cones; report incidents or problems.

Communicate with supervisors, CCWA employees, the public, and other stakeholders to coordinate work activities, review status, and resolve problems.

Sensory Requirements: ability to perceive and discriminate colors, sounds, taste, odor, texture, and visual cues; ability to communicate orally.

Environmental Factors: exposure to dirt, dust, pollen, fumes, temperature extremes, noise, confined spaces, machinery vibrations, traffic hazards, and potential animal or human bites.
