The Senior Equipment Operator is a fully functioning journey‑level position responsible for the operation and maintenance of all equipment in the Department’s inventory. This role is distinct from the Equipment Operator due to the type of equipment handled, required training and experience, and supervisory responsibilities. The operator may also provide direction to crews on site.

In the Water Department, responsibilities include trench excavation, site grading, repair and installation of water mains, services, valves, hydrants, meters, and storm/sewer infrastructure. A Class I Drinking Water Distribution Operator Certification is required.

Success in this position requires collaboration with elected and appointed officials, city employees, other organizations, and the public. The work environment is a public street setting that may involve adverse weather, trench excavation, traffic hazards, moving vehicles, and heavy equipment. Exposure to noise is moderate with occasional loud equipment. The position is on‑call and may be assigned night or weekend shifts.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Operate all Department equipment, including but not limited to: graders, paving and milling equipment, bulldozers, large excavators, backhoes, loaders, dump trucks, sweepers, camera vans, equipment transport vehicles, water trucks, compactors, boring equipment, snow plows, and related street maintenance equipment.

Assist in training other employees on equipment operation.

Assess job sites for marked and unmarked utilities, and monitor compliance with safety procedures and protocols.

Perform basic maintenance on vehicles and equipment, and conduct flagging and traffic control duties at work sites.

Carry out all tasks in accordance with City policies, procedures, and safety practices.

Perform additional duties as assigned; management retains the right to reassign responsibilities at any time.

Recognize and safely excavate trenches around underground utilities; assist plumbers with installation and repair of water lines, service lines, hydrants, and valves; backfill, compact, and patch utility cuts in pavement.

Assist with pulling pumps, cleaning water storage tanks, and provide direction to other employees at a job site.

Fill in vacant positions during night and weekend shifts.

ACCEPTABLE EXPERIENCE, TRAINING, LICENSES, AND/OR CERTIFICATIONS

High school diploma or GED.

Class A CDL with tanker and trailer or other specified endorsements*.

Flagging certification.

CPR and First Aid certification.

Three (3) years of heavy equipment experience is preferred.

Class I Drinking Water Distribution Operator Certification is required*.

*Certifications must be obtained within six (6) months of hire. Failure to acquire the required certifications by the established date will result in a layoff. An equivalent combination of education and experience that provides the required skills may be considered.

CLASSIFICATION REQUIREMENTS

Knowledge of safely operating power tools and all Department equipment, including sub‑categories listed above.

Methods, techniques, and objectives of snow and ice pretreatment and removal.

Methods, techniques, and objectives of flagging and traffic control.

Equipment maintenance methods.

Federal regulations and City policies regarding safe work practices related to excavation and shoring.
