Overview The Texas Division of Emergency Management (TDEM) is an emergency response entity. This position performs journey‑level grant development, coordination, and administration. Responsibilities include preparing, maintaining, and reporting grants; evaluating grant applications; and acting as liaison between funding recipients and the state or federal government.
Key Responsibilities
Assist in planning, organizing, and coordinating programs with local, state and federal agencies, volunteer groups, and the public.
Represent the state during post‑disaster operations and coordinate provision of post‑disaster assistance.
Travel throughout the state to survey disaster areas and identify appropriate measures and funding programs.
Assist in developing grant program requirements and creating grant applications for award.
Interpret policies, rules, or regulations; provide guidance on grant administration, compliance, policies, and procedures; and resolve related issues.
Serve as liaison to government agencies, community organizations, and the general public.
Review action plans developed by local jurisdictions for compliance with FEMA procedures and guidelines.
Monitor and analyze agreements, contracts, expenses, activities, and federal and state regulations to ensure grantee compliance.
Review submitted grant applications and determine eligibility for award based on established criteria.
Prepare and process applications for disaster projects in accordance with applicable state and federal laws, rules, and policies.
Monitor compliance with program requirements, laws, regulations, policies, and procedures.
Verify grant‑related expenditures through examination of payroll records, contracts, timesheets, inventory, accounts payable, and real estate records.
Maintain files, records, and prepare reports related to grants issued or received.
Prepare grant closeout materials.
Perform related work as assigned, including face‑to‑face interactions.
Maintain attendance during authorized work schedule and be available for extended or non‑traditional hours as needed.
Travel up to 50% of the time; must have a valid Texas driver’s license.
Qualifications
Education:
Bachelor’s degree in a related field from an accredited college or university, or equivalent education and experience.
Experience:
Two years related work experience in grant management, emergency management, financial or program compliance, public or business administration, real estate, commercial construction, and/or insurance adjusting.
Preferred:
Experience working with FEMA grant programs at technical and operational levels.
Additional related work experience may be substituted in lieu of education on a year‑for‑year basis, with one year of experience equivalent to thirty semester hours; an advanced degree may also be substituted.
Knowledge, Skills & Abilities
Working knowledge of emergency management regulations, legislation, guidance, policies, and procedures.
Considerable knowledge of public and grant administration.
Knowledge of laws and regulations pertaining to grants and contract administration, business administration principles, and research and budgeting processes.
Skill in grant preparation, development, evaluation, monitoring, report writing, and budget monitoring.
Poise, tact, diplomacy, and ability to establish positive professional relationships with internal and external stakeholders.
Organized, flexible, and able to prioritize in a multi‑demand, constantly changing environment.
Ability to deliver clear, concise, professional presentations to varied audiences.
Ability to access and present research findings and conclusions concisely.
Analytical skills to interpret data, identify trends, relationships, and causal factors, and solve problems.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and ability to learn new software.
Responsible handling of sensitive and confidential information, in compliance with applicable laws and policies.
Commitment to working safely at all times and compliance with safety standards and best practices.
Ability to work in inclement weather, traverse uneven terrain and standing water, and enter damaged structures.
Availability to work extended or non‑traditional hours, including nights and weekends, during disaster response and recovery deployments.
Certification & Licensing
Valid Texas driver’s license.
Complete FEMA courses IS-100, IS-200, IS-700, and IS-800 within the first twelve months of employment, and any additional training as determined.
