The Texas Division of Emergency Management (TDEM) is an emergency response entity.
The role may affect working hours, travel and duties as needed.
Responsibilities include complex grant development, coordination, and administration.
Work involves preparing, maintaining, and reporting grants; coordinating and evaluating grant applications; reviewing and approving hazard mitigation plans and materials; and acting as a liaison between funding recipients and state or federal government.
This position works under general supervision and has moderate latitude for initiative and independent judgment.
Key Responsibilities
Assist in planning, organizing, and coordinating programs that involve local, state, and federal agencies, volunteer groups, and the public related to hazard mitigation.
Represent the state during post‑disaster operations and help coordinate the provision of post‑disaster assistance.
Conduct planning and reviews of hazard mitigation plans; convene, coordinate, and facilitate internal and external stakeholder workgroups.
Interpret policies, rules, or regulations; provide guidance to staff and the community regarding grant administration, compliance, policies, and procedures; resolve related issues.
Act as a liaison to government agencies, community organizations, and the general public to explain program specifics and requirements.
Review local jurisdiction plans for compliance with FEMA procedures and guidelines.
Ensure grantees and sub‑recipients comply with grant conditions by monitoring agreements, contracts, expenses, activities, and regulations.
Review submitted grant applications and local hazard mitigation plans and determine eligibility for award based on criteria.
Assist in preparing and processing applications for disaster projects in accordance with applicable laws, rules, and policies.
Monitor compliance with requirements, laws, regulations, policies, and procedures for the assigned program.
Verify grant‑related expenditures through examination of payroll records, contracts, timesheets, inventory, and real estate records; ensure all spendings comply with scope and guidelines.
Identify opportunities to engage other state, federal, regional, and local emergency management authorities in coordinating hazard mitigation activities.
Prepare reports and make presentations, including briefings for governmental officials, TDEM leadership, external partners, and stakeholders.
Assist with headquarters initiatives related to hazard mitigation programs, including plans, funding opportunities, studies, outreach, and analysis.
Travel up to 25% of the time.
Perform related work as assigned.
Engage in face‑to‑face and person‑to‑person interactions.
Maintain a regular attendance schedule.
Minimum Qualifications
Education:
Bachelor’s degree in a related field from an accredited college or university or equivalent combination of education and experience.
Experience:
Two (2) years of related work experience in grant management, emergency management, financial or program compliance, public or business administration, real estate, commercial construction, and/or insurance adjusting.
Preferred:
Experience working with FEMA grant programs at technical and operational levels.
Additional related experience may be substituted for education on a year‑for‑year basis; one year of experience equals thirty (30) semester hours.
A completed advanced degree in a relevant field may also be substituted for work experience.
Knowledge, Skills and Abilities
Working knowledge of emergency management, state and federal regulations, legislation, guidelines, policies, and procedures.
Knowledge of public and grant administration.
Skill in resource management, including acquisition, allocation, and distribution of financial assistance.
Knowledge of FEMA’s local hazard mitigation plan requirements.
Skill in developing, evaluating, monitoring, and implementing hazard mitigation plans in various formats.
Knowledge of laws and regulations pertaining to grants and contract administration, business administration, research, and budgeting.
Skill in grant preparation, development, evaluation, monitoring, report writing, and budget development.
Demonstrate poise, tact, diplomacy, and ability to build professional relationships.
Organized, flexible, and able to prioritize in a demanding, changing environment.
Able to construct and deliver clear, concise presentations.
Capable of quickly accessing relevant information and presenting research findings clearly.
Skill in data analysis, identifying trends, relationships, and causal factors; solving problems.
Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Ability to handle sensitive and confidential information responsibly.
Work safely at all times, avoiding shortcuts; comply with safety standards.
Work in inclement weather, traverse uneven terrain, and move within damaged structures for assessments.
Organize, prioritize, and meet timelines while evaluating complex plans and procedures.
Availability to work extended or non‑traditional hours, including evenings, weekends, special events, or disaster deployments.
Operate outside normal working hours during disaster response and recovery deployments.
Registration, Certification or Licensure
Must successfully complete IS‑100, IS‑200, IS‑700, and IS‑800 FEMA courses within the first twelve (12) months of employment.
