Summary The purpose of the Child and Youth Program (CYP) Operations Clerk is to serve as a contact point for information and perform clerical and administrative tasks in support of the CYP. The CYP includes Child Development Centers (CDCs), Child Development Homes (CDH), School Age Care ( SAC ) programs, Youth Programs ( YP ), Resource and Referral ( R&R ) Program, and the

US Department of Agriculture (USDA) Food Program .

Duties

Record Keeping and Reporting: handles administrative duties for CYP, preparing and maintaining reports and financial data, managing child registration, enrollment, and USDA food program records.

Front desk coverage: logging children in and out, answering questions about programs, policies, and financial obligations.

Processing background check paperwork, maintaining office files, resolving record discrepancies, providing information to agencies.

Fees and Supplies: collects fees, records payments, notifies supervisor of delinquent payments, prepares daily activity report, deposits funds per procedure, monitors supplies and resources, notifies supervisor of items that need ordering.

Additional Responsibilities: serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy; performs other duties as assigned.

Classification Factors: knowledge of administrative support functions, general office automation software, military CDC, CDH, SAC, YP, R&R and USDA Food Programs, ability to maintain a computerized database and accurate reports, effective communication in English, cash handling skill.

Supervisory Controls: works under general supervision of the assigned CYP Director; works independently, references deviations to supervisor; work reviewed periodically for accuracy, compliance, and timeliness.

Guidelines: assignments are covered by policies, instructions, rules and regulations; applies judgment and initiative in problem solving.

Complexity: work consists of moderately complex assignments requiring numerous procedural steps, with variation across programs; prioritizes work with little supervisor input.

Scope and Effect: provides information on CYP components; work affects accuracy and reliability of further processes.

Personal Contacts: interacts with CYP personnel, parents, children, co‑workers, base civilians, providers, and military personnel with tact, diplomacy, and good manners.

Purpose of Contacts: obtains, supplies, or clarifies information; responds to questions; resolves problems and deviations; sets up meetings, appointments, training sessions; provides quality customer service.

Physical Demands: primarily sedentary, exposure to disease, normal safety precautions typical of childcare settings; adherence to fire and safety precautions.

Work Environment: conducted in an office setting with adequate lighting, heating, and ventilation; may be required to work an uncommon tour of duty, including evenings or weekends.

Requirements

Must successfully pass the E‑Verify employment verification check; any discrepancies must be resolved as a condition of employment.

Must meet federal suitability requirements, including successful completion of a background investigation.

Position is subject to special inoculation and immunization requirements for working with children; requires immunization against communicable diseases, including the influenza vaccine.

Must pass a pre‑employment physical, provide evidence of immunization, and be free from communicable disease.

Must satisfactorily complete all background checks in accordance with PL 101‑647, including National Agency Check with Written Inquiries (NACI).

Must satisfactorily obtain or complete required training certificates and maintain certifications required by federal, state, or national accreditation institutions for DOD’s Child and Youth Programs.

Qualifications

Minimum 18 years of age.

Education: High School Diploma or equivalent AND 2 years of administrative experience.

Must provide a copy of your H.S. Diploma, GED, or College transcripts showing degree awarded or conferred when applying.
