Summary Navy Child and Youth Programs (CYP) offers early care and youth services in center-based (birth to five), facility-based (age 5‑12), and recreational environments (teen, youth sports and fitness).

CYP Operations Clerks are front‑line representatives and administrative liaisons who manage the waitlist, coordinate enrollment, oversee record‑keeping, correct donor fees, and handle data processing systems.

Duties

Record Keeping and Reporting : prepare and maintain reports, correspondence, and statistical and financial data; ensure complete and current child registration and enrollment paperwork; maintain USDA food program records; process background‑check paperwork; keep office files; provide information to agencies such as Family Advocacy, Naval Investigative Services, Environmental Safety, and USDA; prepare daily, weekly, and monthly reports and submit them in a timely manner; research record discrepancies and resolve problems; notify the supervisor of issues that cannot be resolved.

Liaison with Families and Programs : provide front‑desk coverage; log children in and out; answer questions about programs, services, financial obligations, waiting lists, events, and policies; share information with CDH providers regarding training schedules and USDA requirements; handle phone inquiries; refer calls to supervisors when appropriate; maintain the current waiting list.

Fees and Supplies : collect fees and charges, record payments, notify the supervisor of delinquent payments; complete daily activity reports and deposit funds per cash‑handling procedures; monitor supplies, and notify the supervisor when items need ordering.

Additional Responsibilities : serve as a mandatory reporter to Family Advocacy and Child Protective Services in cases of suspected child abuse or neglect; perform other duties as assigned.

Requirements

Must satisfactorily complete all background checks for childcare positions, including fingerprint checks, a Tier 1 (and possibly Tier 3) child‑care check, and a State Criminal History Repository (SCHR) check.

Must pass the E‑Verify employment verification check.

Must pass a pre‑employment physical, provide evidence of immunization, and be free of communicable diseases.

Must be 18 years or older.

Must obtain and maintain appropriate security clearance as needed.

Must complete required training certificates and maintain certifications or credentials required by federal, state, and/or national accreditation institutions used by DoD’s Child and Youth Programs.

Starting May 7 2025, non‑affiliated individuals requesting access must possess a REAL ID‑compliant driver’s license or another acceptable form of identification.

Qualifications

Knowledge of administrative support functions.

Knowledge of general office automation software and procedures for completing various work assignments.

Knowledge of military CDC, CDH, SAC, YP, R&R, and USDA Food Programs.

Ability to maintain a computerized database and working knowledge of a child‑and‑youth management system (CYMS) or equivalent.

Ability to maintain accurate reports and military‑style documents.

Effective communication skills in English, both verbal and written.

Cash‑handling skill required.

Two (2) years of administrative experience.

Education

High School Diploma, GED, or College transcript showing degree awarded or conferred.

If the degree has not been awarded and/or the applicant possesses certificates of completion for DoD‑approved competency‑based training courses or a valid CDA/MSA credential(s), a copy of a High School Diploma or equivalent must also be provided.
