Job Overview The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Child & Family Services Fiscal, Helena MT. This position oversees the daily accounting and operations functions of the Fiscal Unit to ensure compliance with Department policy, state and federal laws, and to achieve efficiency. The incumbent will work closely with the Operations and Fiscal Bureau Chief to make improvements to the accounting structures and maximize resources through knowledge of Cost Allocation. This position will serve as the liaison between the central office and field staff, and will be responsible for communicating changes and resolving accounting issues at the field level. This position requires daily utilization of the Comprehensive Child Welfare Information System (CCWIS) and a thorough understanding of the financial aspects of the system. This position also requires the ability to interpret and analyze federal regulations as they apply to federal grant funds received by the Department. The incumbent will advise the Operations and Fiscal Bureau Chief on financial issues related to the duties above. This position regularly represents the bureau/division at meetings and is expected to serve in the capacity of Acting Bureau Chief on an as-needed basis.

Qualifications for this Career Opportunity
Governmental accounting and generally accepted accounting principles (GAAP);
Purchasing, auditing, and budgeting systems to manage a complex range of federal grants with multiple funding sources and individual requirements;
Medicaid, IV-E, IV-A, IV-B, and federal and state rules, regulations, and payment methodologies.
Legislative appropriation process.
Principles of research and policy analysis.
State administration and personnel practices and procedures.
Principles of management and organizational behavior.
Database design, construction, and interaction.
Several accounting systems, including CCWIS, PERQS, AWACS, SABHRS, and IBARS.
Knowledge of Cost Allocation Principles.
Advanced Excel skills.
Bachelor’s degree in accounting, finance, business, or a related field.
Three years of progressively responsible experience with accounting, budgeting, and financial management.
One year of experience supervising staff in a professional setting.
Equivalent combinations of education and experience may be considered on a case‑by‑case basis.
