Position Title Field Administrator (01104) - (25142937)

Role Summary The Human & Community Services Division oversees services such as cash assistance, employment training, Medicaid, and energy assistance. The Field Administrator manages operations of the Offices of Public Assistance (OPA) across the state to ensure compliance with regulations, improve program effectiveness, and represent the bureau with internal and external stakeholders. The position directly supervises 4 full‑time employees and over 300 indirect employees.

Qualifications

Knowledge of public program administration concepts and theories, including public assistance, program development, budget and fiscal management, contract monitoring, and legislative and administrative rulemaking.

Knowledge of management concepts such as economics, strategic planning, goal setting, organizational development, business process reengineering, organizational theory, human relations, operations research, and personnel management.

Knowledge of CHIMES, business information technology, research, analysis, and policy development methods.

Knowledge of personnel laws, policy, collective bargaining, and employee and labor relations.

Experience in workflow management, including planning, assigning, monitoring, and evaluating staff work.

Skill in critical thinking and conflict resolution.

Ability to evaluate programs and implement new or revised procedures to respond to regulatory changes and improve efficiency.

Ability to understand, interpret, explain, and apply complex regulations, laws, and directives related to human services and/or public assistance programs.

Bachelor’s degree in business, public administration, social services, or a related field.

Seven years of progressively responsible experience, including supervisory, policy development, and program development and evaluation experience.

Experience in evidence‑based management practices, including data‑driven decision making and program design.

Other combinations of directly related education/experience will be considered.

Additional Information

Eligible for partial telework within Montana.

Eligible for statutory 2.5% hourly base pay increases effective July 1, 2025 and July 1, 2026.

Primary location: Helena; other locations considered.

Eligible for moving and relocation reimbursement.

Employee pool statement and training assignment conditions apply as described.

Salary and Benefits Salary: $50.02 - $50.02 per hour
